General Statement
Under general supervision of the Public Works Director/Supervisor: plans, coordinates, and performs inspections pertaining to right of way inspections, City water, wastewater, storm drain, road, and bridge construction on capital improvement projects associated with City development. Emphasis on right of way projects, ensuring that other utilities do not encroach on existing or future city infrastructure. Reviews construction plans for compliance with City and State requirements; issues right of way permits; provides technical assistance on inquiries from other departments; assists the department by keeping technical specifications and details current. Works under the strict guidelines of State, City, and local codes and specifications to protect the health, safety and welfare of the general public.
Essential Duties & Responsibilities
Reviews and issues ROW permits, ensuring existing and future city utilities are protected, city ROW ordinances are maintained, and appropriate fees are assessed.
Field checks work in the public right-of-way (ROW) for compliance with the ROW permits issued. Reviews traffic control plans associated with the ROW permits and field checks all work zones for proper installation and use of traffic control devices before work commencement.
Performs inspections and testing on public works and utility projects for compliance with project specifications including but not limited to: roads, drainage structures, concrete work, road base, asphalt paving, chip seal, water and sewer facilities, treatment plants, wells, booster stations, main lines, service lines, laterals, and all items related to either road or utility construction
Plans daily activities to allow time to check/inspect all assigned projects during a given workday. Assists other departments with information concerning updates and acceptance of projects.
Inspects construction sites for contractor/public safety and compliance. Inspects and observes construction materials and methods to ensure compliance with approved plans, specifications, and construction details at the construction site.
Coordinates and monitors materials and compliance testing; maintains a file on test and/or laboratory results.
Performs and/or requests as-built surveys at appropriate phases of various types of projects.
Provides utility connection information to permit applicants.
Interprets specifications, blueprints, and construction drawings.
Documents inspection activities by preparing reports and updates, filing submittals, correspondences, and estimates, maintaining a daily detailed log, maintaining accurate field notes, preparing final as-builts, tracking contractors’ time, and measuring & calculating quantities for payment.
Generates documents daily and weekly via online project management module.
Reviews plans for new construction and tentative improvements for the City’s own plan review process.
Manages quality control by checking for ADA compliance, performs visual inspection for faulty materials; inspects water mains, services and fire lines and wastewater mains, manholes, mandrels, and reclaimed water mains and services; oversees collection of bacteriological samples for the water line; completes a final walk-through and creates punch list for follow up work.
Aids others in the department by providing information on survey mapping and computer-aided design drafting. Communicates with personnel and others by working with developers, contractors, suppliers, and engineering departments, responding to complaints, advising the public of work delays, handling disputes, and communicating with staff.
Interprets, explains, and enforces city policies and procedures regarding technical standards, specifications, and ordinances.
May be subject to call-outs during after-hours and/or emergency events as deemed necessary by the supervisor.
Performs all other duties as duly assigned.
PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES:
Knowledge of:
Applicable Federal, State, and local laws, codes, ordinances, statutes, rules, regulations, policies, and procedures.
TMUTCD and City specs/standards and the practical application of these principles.
Construction practices, materials, details, specifications, symbols, terminology and codes, and inspection procedures.
Public Works and underground utility construction.
All applicable construction safety requirements.
Skill in:
Written and verbal communications
Work zone safety
Analyzing data and drawing valid conclusions
Computer operations and basic computer skills, including but not limited to Microsoft Office and City permitting software.
Conducting research and providing meaningful results.
Assist in resolving engineering, construction, and safety issues.
Algebra, geometry, and basic math, including fractions, percentages, ratios, etc.
Ability to:
Read and interpret engineering drawings/specifications and compare them to the work in progress, in order to verify compliance.
Use rudimentary algebra, geometry, and basic math, including fractions, percentages, ratios, etc.
Determine construction defects and recommend solutions to bring the project into compliance. Ability to interpret testing results to aid in this endeavor.
Assist with survey of existing topography for public works, water, and sewer project designs. Operate various types of surveying equipment.
Perform materials testing and sampling, proctors, and density testing.
Discuss appropriate construction methods with contractors, contractors’ employees, and City staff.
Minimum / Preferred Qualifications, Experience, and/or Certifications Required
MINIMUM QUALIFICATIONS:
High School Diploma or equivalent.
Three (3) years of experience in construction or a field related to road and bridge inspection and/or utility construction.
Education may substitute for experience up to two (2) years.
Must possess a valid Texas Driver’s License and be eligible for coverage under the City of Kyle vehicle insurance provider.
PREFERRED QUALIFICATIONS:
Experience in municipal public works or private utility/road construction/inspection
