Asbestos Lead Inspector (Environmental Specialist 3)

Schedule: Hybrid


**ONLY CURRENT EMPLOYEES OF THE PINELLAS COUNTY PUBLIC WORKS DEPARTMENT – ENVIRONMENTAL MANAGEMENT DIVISION ARE ELIGIBLE TO APPLY. **

This is an advanced professional and technical position assigned to the Asbestos compliance program within the Division of Environmental Management’s Air Quality Compliance Section.


Key responsibilities include:

  • The interpretation and application of complex federal, state and local air regulations.

  • Inspecting demolition and renovation projects for asbestos and maintaining case files.

  • Ability to communicate with contractors, property owners and municipal building officials.

  • Generating compliance documentation, technical report writing and performing data entry into state and local databases.

  • Act as a lead inspector in the program assigning and reviewing work, and training of staff.


What Would You Do?

  • Oversee activities, resources, and operations of the asbestos program to meet Federal and State requirements.

  • Train, assign, schedule, and review work of others assisting in the program.

  • Provide expertise when requested, including data summaries, computer information, literature searches, cross training, special projects, and other technical information.

  • Perform on-site field inspections of industrial and commercial properties.

  • Perform associated data entry into various Microsoft products and internal databases and maintain database quality control and compile data for grant and regulatory reporting.

  • Review peer work products for accuracy and completeness.

  • Respond to citizen complaints

  • Compose numerous written documents including inspection reports, enforcement documentation and advisory letters for air pollution sources.

  • Act as agency/industry liaison and clearly communicate with the public and office staff.

  • Follow, review, and update standard operating procedures.

  • Read, interpret and apply complex technical language contained in rules and regulations.

  • Perform review of and understand complex reports, interpret and communicate report findings to public.

  • Perform related work as assigned or required.


What Do You Need to Have?


Education – Major course work in physical, natural, or biological science, environmental engineering, or related field.

  • At least seven (7) years of experience as described above; or

  • An associate degree as described above and at least five (5) years of experience as described above; or

  • A bachelor’s degree as described above and at least three (3) years of experience as described above; or

  • A master’s or higher-level degree as described above and (1) year of experience or knowledge as described above.

  • An equivalent combination of education, training, and/or experience.

Additional Requirements

  • Possession and maintenance of a valid State of Florida Driver’s License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.

  • Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.


  • Remote Work Policy:     This position requires employees to live within a 60-mile radius of Pinellas County and maintain the ability to report to the assigned worksite as needed. If you relocate outside the required 60-mile radius, you must receive advance approval from the County Administrator. Failure to meet this requirement may affect your continued eligibility for the position.


Highly Desirable

  • Knowledge of the principles, practices, and methods related to asbestos removal and demolition work.

  • Knowledge of EPA air regulations relating to the above.

  • Technical air quality inspector training with an emphasis on asbestos, and basic hazardous materials handling training.

  • Good field and computer investigative skills with the ability to document observations both verbally and in writing.


Knowledge, Skills and Abilities

  • Knowledge of asbestos principles, practices, and personal protection.

  • Knowledge of biology, chemistry, physics, math, statistics or natural sciences.

  • Ability to effectively and efficiently communicate both orally and in writing with multiple types of audiences.

  • Ability to analyze information and formulate recommendations based upon findings.

  • Ability to plan and oversee field activities of other inspectors.

  • Ability to establish and maintain effective working relationships with fellow workers, outside agencies, and the public.

  • Extensive skill in database records management.

  • Ability to clearly articulate complex facts during the development of reports.

  • Knowledge of scientific research and writing techniques including the use of automated systems for statistical analysis of research data.


Physical/Mental Demands

Position will require annual physical, fit testing for half or full-face respirator, and a medical surveillance program.
