Job Title: Construction Quality Control Manager
Region: Naval Bases in Washington – Bangor/Bremerton Areas
Reporting To: Project Manager’s (PM)
Responsible For: Responsible for ensuring quality control and required administrative reports are completed per Federal, State, and NVE/NH1 JV for projects ranging up to $20 million
Job Purpose: To ensure quality of work and compliance with OSHA, federal, state, and company policies. Understand and exercise the authority to act in all CQC matters. Provide safety support.
Salary Range: $95,000 – $115,000/year with health benefits package and vehicle stipend
Negotiable based on experience and qualifications
MAIN DUTIES AND RESPONSIBILITIES
1. Create and execute a Project Quality Control Plan
2. Lead 3 phase quality meetings
3. Conduct site walks and inspections to identify and rectify poor quality or non-conforming work
4. Record and log testing and inspections done on site
5. Prepares hydrology, earthwork, and roadway plans and profile evaluations
6. Prepares submittals and ensures they are submitted timely to not delay the project
7. Be able to research, interpret, and implement various regulations and requirements.
8. Contributes significantly to projects of all sizes and roles of the project management team
9. Interacts with other departments and offices in order to coordinate work
10. Assist with ensuring that all the requirements of all applicable OSHA and EM385-1-1 are met for the project
11. Other duties may be assigned
KEY WORKING RELATIONSHIPS
Must be able to work with government and non-government personnel in a professional and clear manner. Be able to work with different trades and construction focuses to ensure a safe environment without limiting the trades’ ability to complete work. Must be able to properly communicate over the phone and in writing to upper management to include Subcontractors, Suppliers, Onsite Staff, Owners, PM’s, Superintendents, and Corporate Safety Officer.
QUALIFICATIONS
· The QC Manager must be an individual with a minimum of 10 years combined experience in the following positions: Project Superintendent, QC Manager, Project Manager, Project Engineer or Construction Manager on similar size and type construction contracts which included the major trades for earthwork and paving. The individual must have at least 3 years’ experience as a QC Manager. The individual must be familiar with the requirements of EM 385-1-1 and have experience in the areas of hazard identification, safety compliance, and sustainability.
· Understanding of RMS or experience working with the US Army Corps of Engineers (USACE) and/or NAVFAC
· Completed the CQM Contractors course withing the last 5 years
· The ideal candidate will have experience in site grading, and the construction of paving projects on a federal base and more specifically on missile haul routes.

· Must pass government security clearance standards
· Must pass pre-employment drug screen test if hired
· Good driving record, valid license – insurable through the company
· Can clearly communicate in person, written, and electronically in English
· Must be able to lift to 50 lbs.
PREFERRED
· BS Degree in Civil Engineering or Construction Management
· Has proficient knowledge of hydrology, AutoCAD and Civil 3D software
· LEED Training/Corp of Engineer Training
· Scheduling knowledge – Primavera P6 experience preferred
· Bluebeam experience
· Procore experience
· Qualification to fill the role as an SSHO Alternate if needed and
o OSHA 30 Training Certificate
o EM385-1-1 40 hr. Training Certificate
Pay: $95,000.00 – $115,000.00 per year
