Position Summary

Our client is seeking an experienced Assistant Contract Maintenance Manager / Quality Control Manager (ACMM/QCM) to oversee day-to-day Operations & Maintenance (O&M) activities while administering the site Quality Control Program at a Medical Treatment Facility located at Hanscom AFB, Massachusetts.

The ACMM serves as the contractor’s senior site representative and has authority to manage daily task-order activities at the assigned location, except for matters specifically requiring Contract Maintenance Manager authorization.

In the Quality Control Manager capacity, this individual is responsible for ensuring contractor and subcontractor work complies with the approved Quality Control Plan, contract requirements, applicable codes, and established performance standards.

This is a combined ACMM/QCM position. The role may be dual-hatted under the contract; however, the operational management responsibilities may not interfere with effective administration of the Quality Control Program.

Key Responsibilities

Operations Management

  • Manage daily Operations & Maintenance activities at the assigned Medical Treatment Facility.
  • Direct site maintenance personnel and subcontractors.
  • Oversee:
  • Preventive maintenance
  • Corrective maintenance
  • Emergency response
  • Repairs
  • General facility operations
  • Ensure appropriate staffing, materials, equipment, and technical resources are available to meet contract requirements.
  • Monitor preventive-maintenance completion, corrective-maintenance backlog, emergency response, recurring equipment failures, and overall contract performance.
  • Coordinate planned outages, emergency repairs, infrastructure deficiencies, and activities affecting clinical operations.
  • Serve as the primary contractor interface with Facility Management, the Contracting Officer’s Representative, Government personnel, technicians, and subcontractors.
  • Coordinate with contract leadership at McGuire AFB and support broader Northeast operations as required.
  • Ensure compliance with Joint Commission, NFPA, OSHA, EPA, UFC, DHA, EM 385-1-1, and applicable federal, state, and local requirements.

Quality Control

  • Implement the approved Quality Control Plan at the assigned facility.
  • Conduct and document QC inspections involving:
  • Preventive maintenance
  • Corrective maintenance
  • Emergency work
  • Repairs
  • Subcontracted services
  • Verify workmanship, technical compliance, maintenance documentation, and satisfactory completion of work.
  • Identify quality deficiencies before performance becomes unacceptable and initiate corrective action.
  • Monitor contractor and subcontractor compliance with quality requirements.
  • Maintain complete inspection, deficiency, corrective-action, and quality records.
  • Coordinate QC activities with the Primary Quality Control Manager at McGuire AFB.
  • Provide remedial training when deficiencies or negative performance trends are identified.
  • Support Government inspections, performance evaluations, Joint Commission activities, and continuous-improvement initiatives.

Minimum Qualifications

Candidates must satisfy the combined requirements of both the ACMM and QCM responsibilities:

  • Technically qualified in Healthcare Facilities Management.
  • At least 2 years of experience in business-occupancy medical facility operations and maintenance.
  • At least 3 years of experience servicing and/or renovating commercial buildings.
  • Experience supervising a diversified workforce responsible for the operation, maintenance, and repair of commercial building infrastructure systems.
  • At least 2 years of quality-control evaluation and reporting experience in construction or facility management.
  • At least 2 years of experience working in comparably sized healthcare facilities.
  • Working knowledge of Joint Commission, NFPA, EPA, OSHA, and applicable healthcare facility O&M standards.
  • Demonstrated ability to conduct and document facility-maintenance quality-control inspections.
  • Strong leadership, technical, organizational, documentation, and customer communication skills.
  • Ability to read, write, speak, and understand English.
  • Ability to obtain and maintain required DoD installation and system access.

Preferred Qualifications

Preferred experience and credentials include:

  • Certified Healthcare Facility Manager (CHFM), ASHE/AHA.
  • Previous DHA, DoD, USACE, VA, or other Federal healthcare O&M experience.
  • Experience with DMLSS, LogiCole, Maximo, or similar computerized maintenance management systems.
  • Experience supporting Joint Commission Environment of Care and Life Safety programs.
  • Experience managing healthcare facility infrastructure including:
  • HVAC
  • Electrical
  • Plumbing
  • Building automation systems
  • Emergency power
  • Medical gas
  • Fire and life-safety systems
  • Familiarity with EM 385-1-1 and Government safety requirements.
  • Experience with root-cause analysis, corrective and preventive action, subcontractor management, outages, and emergency response.

Quality Control Inspection Requirements

The ACMM/QCM is responsible for ensuring required QC inspection levels are achieved at the assigned facility, including:

  • 100% inspection of scheduled and unscheduled maintenance involving DMLSS Category 1 – Catastrophic and Category 2 – Critical systems.
  • 10% of unscheduled maintenance involving Category 3 and Category 4 systems.
  • 20% of preventive maintenance involving Category 3 and Category 4 systems.
  • 100% of emergency maintenance activities.

All QC activities must be properly documented and coordinated with the Primary QCM at McGuire AFB.

Duty Hours & Emergency Response

The ACMM/QCM must be physically present at Hanscom AFB during normal facility duty hours.

The employee must also be reachable by company cellular telephone 24/7/365 and, after normal duty hours, must respond to situations requiring an on-site presence within one hour.
