Baltic Tower Company UAB develops and manages passive telecom infrastructure across the Baltic states. Operating under a Tele2 Master Service Agreement (MSA), the company manages a portfolio of radio towers on the ground and radio sites on the rooftops to provide reliable infrastructure. The team is lean, skilled, and growing – seeking an operational leader to scale the business.
Role Overview:
The COO will oversee daily operations in the Baltics, ensure MSA compliance, and translate strategy into actionable processes and KPIs. Reporting directly to the CEO, you will coordinate multi-country teams and ensure projects are executed accurately and on time. This role allows you to shape operational models, build teams, and make a lasting impact on regional telecom infrastructure.
KEY RESPONSIBILITIES:
- Implement Tele2 MSA, setting KPIs and team responsibilities.
- Manage Maintenance Managers across Lithuania, Latvia, Estonia.
- Design and improve operational processes, SOPs, and governance frameworks.
- Drive quality assurance across maintenance, construction, and service delivery.
- Develop and manage vendor/subcontractor relationships.
- Partner with CEO on strategy, budgeting, and business development.
- Recruit, develop, and support operational teams.
OBJECTIVES:
- Turn strategic direction into clear operational processes and governance.
- Ensure full MSA compliance with timely reporting.
- Standardize performance across all Baltic operations.
- Build operational playbooks and SOPs for scalable growth.
- Foster a culture of accountability, transparency, and continuous improvement.
- Future: lead infrastructure expansion, site analysis, upgrades, capacity planning, and tenant acquisition with Commercial Officer and the team.
WHAT WE EXPECT FROM YOU:
- Experience in operations or project management.
- Ability to translate contracts into operational actions.
- Multi-country or multi-site coordination experience.
- Process-building and continuous improvement mindset.
- Strong analytical skills and prioritization ability.
- Fluent in English (Baltic languages a plus).
- Experience in tower operations, passive infrastructure, or Facilities Management preferred.
- Entrepreneurial, hands-on, and outcome-driven.
