PUBLIC INFRASTRUCTURE INSPECTOR I, II

UNDER THE DIRECTION OF: Public Works Director or Deputy Director
GENERAL PURPOSE: Performs a variety of working-level professional and technical duties as needed to assure compliance with local, state, and federal construction codes. Inspects public infrastructure construction.
The position may be filled as an Inspector I or II, depending on the qualifications of the selected candidate.
The pay range for each level is as follows:
Public Infrastructure Inspector I (State of Utah Limited Inspector License, Possession of a valid Utah Driver’s License and an acceptable driving record): $26.50 – $34.50 per hour
Public Infrastructure Inspector II (State of Utah Limited Inspector License & APWA Certified Public Infrastructure Inspector (CPII), Possession of a valid Utah Driver’s License and an acceptable driving record.): $28.50 – $38.50 per hour
SUMMARY: Performs quality assurance inspections on all phases of construction of Public Infrastructure, Community Development, and new construction projects to ensure compliance with plans, standards, specifications, codes, permits, and ordinances. Serves as a field resource for both City staff and contractors. Oversees daily construction of City water system, sewer system, street system, and stormwater infrastructure, including, but not limited to, contractor oversight, daily reporting and documentation, project safety and public awareness.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Public Works Director.

Performs field inspections of construction improvements for compliance with plans, standards, specifications, regulations, permits, city code, and ordinances. Inspects and approves or rejects all phases of construction. Monitors contractor schedules to ensure milestones are met and resolves potential problems appropriately.
Enforce City ordinances, policies, procedures, and guidelines associated with on-site and off-site improvements.
Attends all and occasionally coordinates pre-construction meetings for the developers, engineers, and contractors working on the approved project.
Reviews and evaluates requests for information, third-party material testing, change orders, and pay applications for accuracy.
Analyze proposed site factors and effectively describe and illustrate findings when necessary.
Coordinate work with City departments and other agencies. Attend construction and project related meetings with other agencies, contractors, and utility companies. May coordinate and assist contractors with field problems and possible plan revisions.
Read and review project construction documents and structural specifications to determine dimensions of structure or system and material requirements.
Confer with the supervisor to determine project details, such as plan preparation, acceptance testing and evaluation of field conditions.
Prepare reports and document project activities and data. Scan field division files, plans, and records.
Occasionally review and approve traffic control plans as assigned (Primary responsibility of the Public Works Director).
Ensure compliance with the Manual on Uniform Traffic Control Devices (MUTCD) regulations, inspect temporary traffic control, road closures, and restrictions.
Responsible for ensuring that public awareness and notification devices (i.e. traffic control devices) are installed and maintained by contractors in a manner consistent with City, State, and Federal guidelines.
Verifies permits, licenses, and insurance certificates. Conduct citywide inspections and complete reports for City construction projects.
Collect as-builts and geographic information systems (GIS) data (Shapefiles) for use by City GIS staff.
Responsible for representing the City in resolving citizen concerns relative to construction, and between homeowners and contractors (private or city projects). Responsible for monitoring and stopping of construction where activities are unapproved or out of specification. Acts as enforcement official for City standards and ordinances relative to water systems jurisdiction over City infrastructure.
Support the City’s policies, goals, and objectives and work with management and other staff to ethically achieve such goals and objectives. Ensure compliance with safety procedures.
KNOWLEDGE AND SKILL
Demonstrated Knowledge of:
City and Department procedures, policies, and guidelines; City Code; City ordinances; City Engineering Standards; Manual on Uniform Traffic Control Devices (MUTCD); American Public Works Assoc. (APWA) standards and specifications; Utah Department of Transportation (UDOT) standards and specifications. Principles and practices of stormwater pollution prevention and erosion control inspections. Occupational hazards and safety precautions including trenching, confined space entry, and heavy equipment operations. Conflict resolution techniques for interactions with contractors and citizens.
Skill in:
Reading construction related documents such as maps, plans, cost estimates, and specifications. Establishing and maintaining cooperative working relationships with contractors, coworkers, and other individuals in contact during the course of work. Communicating clearly and concisely; following instructions; . Operating a personal computer utilizing standard software such as iWorQ, Microsoft Office, email, and specialized software, and standard office equipment.
MINIMUM QUALIFICATIONS:
High School Diploma or GED and four (4) years paid full-time experience performing construction inspections, Public Works field duties/inspections, public improvements (i.e. roads, bridges, storm drains, curbs, public or private buildings, facilities, utilities, etc.); OR an equivalent combination of education and experience.
LICENSE, CERTIFICATION, AND/OR SPECIAL REQUIREMENTS:
Candidates who are selected for appointment may be required to be fingerprinted, if 18 or older; successfully complete a background investigation, employment verification, and may be subject to a drug/alcohol test, medical, polygraph, and/or psychological evaluation. Candidates who are appointed will be required to possess a valid driver’s license to operate a vehicle in Utah or meet the transportation needs of the position.
PHYSICAL DEMANDS AND WORKING ENVIRONMENT:
Field work is performed in an outdoor environment, and will require operation of a vehicle. May be required to perform a full range of motion with lifting and/or carrying items weighing up to 50 pounds. Minimal work will be performed in a standard office environment. However, it may require frequent sitting and continuous operation of a personal computer.

Considerable outdoor work is required in the inspection of various land use developments, construction sites, or public works facilities. Hand-eye coordination is necessary to operate testing instruments, computers, and various pieces of office equipment. While performing the duties of this job, the employee is occasionally required to stand and walk; use hands to finger, handle, feel, or operate objects, tools, or controls; and reach with hands and arms. The employee is occasionally required to sit, climb, balance, stoop, kneel, crouch, crawl, talk, or hear. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus.

The noise level in the work environment is usually moderate, however, hearing protection and additional PPE will be required as the work environment demands.
