Position Objectives
The Assurance & Supervision Lead is responsible for overseeing the quality, compliance, and workmanship standards of all design, construction, and fit-out activities across data centre sites in Syria. Operating within the Site Management domain and Real Estate department, the role ensures that all civil, structural, and MEP works are executed in accordance with approved designs, project specifications, and applicable regulatory requirements. The position acts as the primary quality gate between the contractor's field delivery and the project's acceptance milestones, providing independent assurance to the Site Management Lead and Project Manager throughout all phases of construction.
Job Description and Responsibilities
- Supervise all on-site construction and installation activities across data centre projects in Syria, ensuring works are carried out in line with approved drawings, specifications, and project quality plans.
- Conduct regular site inspections and quality audits across civil, structural, MEP, and finishing disciplines, documenting findings and issuing non-conformance reports (NCRs) where deviations from specification are identified.
- Review contractor method statements, inspection and test plans (ITPs), and material submittals to confirm compliance with project requirements prior to work commencing on site.
- Monitor contractors' and subcontractors' performance on site, track progress against the construction programme, and flag delays, resource gaps, or workmanship concerns to the Site Management Lead without delay.
- Maintain a complete site assurance log, including daily inspection records, photographic documentation, material test certificates, and close-out evidence for NCRs and corrective actions.
- Support the handover process by verifying that all works, testing, and commissioning activities meet the defined acceptance criteria, and by contributing to the preparation of handover packages and snagging schedules.
- Liaise with the design and engineering teams and external designers to resolve technical queries and RFIs raised on site, ensuring that clarifications are formally documented and communicated to all relevant parties.
- Enforce health, safety, and environmental (HSE) requirements on site, working alongside the contractor's HSE representatives to ensure a safe working environment throughout the construction programme.
Qualifications and Experience
- A bachelor's degree in civil engineering, electrical engineering, mechanical engineering, or a related technical discipline. Candidates with a diploma and substantial site supervision experience, rather than a degree, will be considered.
- A minimum of 15 years of experience in construction supervision, quality assurance, or site management, preferably on data centre, critical facility, or large-scale infrastructure projects.
- Syrian National will be preferred.
- Practical understanding of inspection and test plans (ITPs), non-conformance reporting (NCR) processes, and quality management systems as applied in a construction environment.
- Familiarity with data centre infrastructure components, including raised floor systems, precision cooling, uninterruptible power supply (UPS), generator sets, and structured cabling, is an advantage.
- Ability to read and interpret construction drawings, specifications, and technical submittals across civil, structural, and MEP disciplines.
- Good communication skills with the ability to engage contractors, subcontractors, and design teams constructively, and to present findings clearly in written site inspection reports.
- Full professional proficiency in Arabic is required; a working knowledge of English is an advantage for reviewing technical submittals and international project correspondence.
- Willingness to travel across project areas as required. A valid driving licence is a must.
