Job Purpose:

The Director of Construction Inspection & Standards Enforcement (CISE) is responsible for leading and managing all aspects of construction quality inspections and enforcement of technical standards across all project phases. The role ensures that delivery partners and construction contractors comply with contractual, regulatory, and organizational quality requirements. This position drives the application of construction best practices, enforces standards, and oversees the resolution of quality issues to ensure the successful delivery of high-quality and sustainable projects.

Key Responsibilities:

Strategy and Objectives:

Develop and implement comprehensive construction inspection frameworks and standard operating procedures.

Ensure compliance with applicable regulatory, contractual, and industry standards, including the Saudi Building Code and GACA regulations.

Lead oversight and monitoring of delivery partners’ and contractors’ construction activities.

Conduct risk-based inspections, audits, and reviews of construction works.

Establish and enforce KPIs and performance standards for construction quality.

Oversee the resolution of non-conformances and ensure the effectiveness of corrective actions.

Provide subject matter expertise during dispute resolutions related to construction quality.

Align construction inspection and enforcement objectives with corporate goals and sustainability initiatives.

Develop strategies to integrate construction quality assurance processes with project delivery timelines.

Partner with design teams to address construction quality issues at early project stages.

Organization, Resources, and Monitoring:

Build and lead a team of construction engineers, including specialized roles for critical systems (e.g., fire safety, structural integrity).

Allocate resources and prioritize inspection activities based on risk, complexity, and value.

Monitor contractor and delivery partner adherence to quality management plans and technical standards.

Operational:

Oversee the execution of regular and ad-hoc construction inspections to ensure compliance with approved designs, materials, and workmanship.

Drive the implementation of digital tools and platforms for real-time construction quality monitoring.

Develop and maintain records of inspections, including non-conformance reports and corrective action plans.

Qualifications & Experience:

Bachelor’s degree in Civil Engineering, Construction Management, or a related engineering field.

Master’s degree preferred.

Professional certifications such as PMP, CQM, or relevant industry credentials.

Minimum of 15 years of experience in construction quality assurance, inspection, or standards enforcement, with at least 5 years in a leadership role.

Equivalent combination of education and experience may be considered, where advanced degrees or specialized certifications can substitute for a portion of the required professional experience.

Extensive experience overseeing delivery partners and contractors on large-scale construction or development projects.

Prior experience with airport development and large infrastructure projects.

Strong knowledge of construction regulations, materials, methods, and sustainability practices.

Prior experience with startup of new programs and organizations
