QUALITY ASSURANCE AND TRAINING PRACTITIONER:

Under the direction of the Program Manager, performs technical and administrative duties pertaining to the quality and compliance of program standards.

MINIMUM QUALIFICATIONS:

BA degree in Business Administration or related field of study and three (3) years directly related work experience, and/or a combination of work experience equal to seven (7) years.
Supervisory experience preferred.
Extensive knowledge of community resources and ability to work efficiently with the public.
Knowledge of principles and practices of programmatic compliance monitoring.
Strong interpersonal, teamwork and organizational skills with attention to detail.
Solid problem-solving capabilities to identify data element and compliance issues, prepare audit reports and identify trends.
Skills and experience in auditing TO include conducting audits, document findings, tracking corrective/preventive actions, validating corrective/predictive actions and closure.
Knowledge of applying programmatic compliance monitoring methods and techniques, and applying and interpreting state and federal laws, rules, and regulations as they pertain to the program operations and activities.
Ability to read and comprehend technical documentation, ability to comprehend and execute procedures, and demonstrate understanding of system documentation.
Strong verbal and written communication skills.
Ability to perform all works rapidly and accurately, meeting all deadlines when applicable.
Ability to work under time constraints and other demands.
Ability to develop methods for intake and prioritization of troubleshooting requests.

JOB CHARACTERISTICS/PHYSICAL DEMANDS:

This is a professional position which requires organizational and communication skills, as well as judgment, tact and diplomacy in contacts with YDI employees, community residents, parents and local government agencies.
Strict adherence is required to all regulations concerning confidentiality.
Background to investigation to include fingerprinting will be required. Physical is required upon hire and may be required intermittently.
Frequent travel is required by employee and proof of satisfactory car insurance is required.

DUTIES & RESPONSIBILITIES (Not Inclusive):
Provide continuous monitoring of program data entry and performance to ensure compliance with program requirements.
Maintain the Quality Assurance Plan for the program editing and updating as needed.
Train and familiarize all WIOA staff with the Quality Assurance plan for the program.
Conduct all audits adhering to the established Quality Assurance Plan and following all policies and procedures.
Conduct monthly audits of new enrollments from the previous month for each county to ensure start of service delivery.
Conduct monthly audits of past enrollments for each county by random selection of at least 15% of total caseload.
Develop corrective action plans for staff/county requiring corrections from audits and monitor plan until corrections have been made.
Maintain a tracking system of all audits completed that includes notes and dates of completion or close out of plan.
Collaborate with MIS Data Coordinator to ensure all required documents are scanned in WCOS.
Identify training needs of staff from audits and coordinate with management for development and delivery of training.
Generate performance reports from FutureWorks and WCOS every other month to review performance and work with Management on corrective plans if necessary.
Collect, analyze, and interpret data, and develop effective strategic contingency plans if needed.
Coordinate trainings with Administrative Entity and Management on performance measures.
Develop and provide presentations for the AE or Board regarding performance of the program to include current and predictive status of measures.
Conduct surveys, calls, focus groups, etc. on a quarterly basis to program participants to gather feedback to gage quality and recommendations for ongoing improvement.
Compile results from these surveys, calls, etc. to present to Management for further action.
Coordinate the creation/revision of program forms, policies, procedures with management and ensure they documents comply with program regulations, established templates, formats and other standards.
Create, implement, and maintain a training plan (initial and ongoing) covering all aspects of the WIOA program for new WIOA employees.
Assess effectiveness of initial training with new hires at the completion of training through a survey that allows feedback for continuous improvement.
Conduct a survey with new employees at 30, 90 and 180 days on the job to assess effectiveness of onboarding and training and make adjustments as needed.
Provide results of all surveys to management with recommendations for improvement of training.
Assess training needs of all WIOA employees through surveys, interviews, focus groups, or consultation with managers.
Create and deliver identified trainings to all WIOA employees utilizing different platforms of virtual, video, face-to-face, and groups.
Develop and maintain hard-copy and electronic training manuals, guides, or course materials.
Develop and provide quarterly trainings for all WIOA employees addressing different topics of the program and including a best practice in working effectively with youth and families.
Develop and provide staff and participant trainings as required by contract.
Work individually with staff in need of additional training as identified by the manager or Quality Assurance Practitioner.
Train staff as new policies or procedures are implemented by the Administrative Entity, State, or Federal representatives.
Maintain a tracking sheet of all trainings conducted on a program and individual basis.
Collaborate with program and center partners on cross-training needs of staff and deliver trainings.
Locate training opportunities in the communities and with other agencies to provide to staff for professional development.
Develop and deliver presentations to AE committees and Board regarding all program training activities.
Complete 18 hours of training each program year related to position for continued knowledge and professional development.
Meet monthly benchmarks on established performance plan developed by management that is aligned to contract goals and outcomes.
Enter monthly outcomes on performance plan by due date and participate in reviews of the plan with Manager.
Other duties as assigned.
