Position: Human Resources & Quality Assurance/Compliance Manager

Position Overview: The Director of Human Resources and Quality Assurance is responsible for ensuring that Oasis TLC maintains full compliance with all state and federal regulations related to staff employment, training, and personnel policies. Key responsibilities include: 1. Overseeing the organization’s adherence to all relevant legal requirements, ensuring that Oasis TLC remains in good standing at all times. 2. Assuring quality compliance across all audited areas, maintaining operational standards that meet or exceed those set by Oasis TLC, the NJ DDD, and HCBS/Medicaid. 3. Leading investigations as needed and ensuring ongoing compliance with all applicable state and federal regulations
Key Responsibilities:
Collaborates with the leadership team to develop, revise, and update job descriptions, personnel policies, the Employee and Client Handbook, and the Emergency Procedure Manual.
Manages recruitment, hiring, and full onboarding cycle; ensures timely onboarding progress for successful starts. Oversees ongoing compliance with state and federal background check requirements, reviewing results and notifying leadership of any non-compliance with legal and regulatory standards.
Ensures compliance with personnel records by maintaining accurate, complete files in line with state and federal regulations. Assists employees with HR-related inquiries and adherence to policies and regulations.
Oversees and tracks compliance to monitor all audited areas, including personnel, mandated training, emergency procedures, medication protocols, facility operations, vehicle requirements, and other related areas.
Provides guidance on and ensures compliance with incident reporting requirements for abuse and neglect in assigned settings. Acts as the primary investigator for all incidents, gathering information from multiple sources and ensuring thorough, timely investigations in line with regulations and internal standards. Prepares, reviews, submits, and processes DDD incident report follow-ups, maintaining compliance with state policies and procedures. Cooperates with NJ DDD Licensee and Division staff during inspections or investigations.
Provides on-site support during external audits and surveys; develops a Plan of Corrective Action in response to any external audit findings received and completes appropriate follow-up visits to ensure implementation.
Ensure compliance with all local, state, and federal regulations, maintaining adherence to agency standards. Demonstrate a thorough understanding of DDD circulars, regulations, and licensing requirements, and ensure these are consistently followed. Oversee the agency’s residential, day provider, and in-home services to ensure compliance with DHS/DDD, Medicaid, and other relevant state and federal regulations.
Stays current on all relevant local, state, and federal laws and regulations for assigned setting, providing training and guidance as needed. Assists leadership in identifying and mitigating compliance risks while identifying opportunities for staff training and development.
Bills for services in compliance with state and federal guidelines; cooperates with state and federal agencies during audits.
Collaborates with the Payroll Manager/Business Administrator and Board to ensure the accuracy of billing records. Identifies and explores potential funding sources and grant opportunities, and works with the Board and relevant staff to prepare and submit grant applications.
Qualifications:
Bachelor’s degree, with a focus on Human Resources Management, Organization Development, Business Administration, Public Administration, or a similar field and a minimum of 3 years of of experience in providing services, oversight, and support, preferably in education, healthcare, social services and/or with the I/DD population as applicable to assigned setting(s); or satisfactorily equivalent of combination of education, training, and experience. Experience with NJ DDD is highly preferred.

Experience completing audits and/or reviews of internal systems to ensure compliance with policies, procedures and regulations
Previous experience conducting investigations in education and/or social service settings, based on assigned setting(s)
Knowledge of State, Local or Regulatory Agency rules and regulations applicable to assigned setting(s), such as DDD and medicaid.
Hours
35 hours per week; flexible schedule; remote and onsite as needed
Job Type: Full-time
Pay: $68,000.00 – $90,000.00 per year
