Job Summary

The job holder shall be responsible for providing strategic direction and oversight for all activities related to the inspection, regulation, and management of controlled substances. This role ensures that all practices involving the manufacturing, distribution, storage, and disposal of controlled substances comply with national and international regulations and standards. The Head will supervise team of inspectors and regulatory professionals to monitor compliance, enforce regulations, and ensure the safe and legal handling of controlled substances to protect public health and safety.

Key Roles and Responsibilities

1. Develop and implement strategic plans and policies to ensure effective inspection and control of pharmaceuticals and controlled substances.

2. Provide visionary leadership to promote best practices in pharmaceutical regulation and control at the national level.

3. Collaborate with other departmental heads and stakeholders to align inspection and control strategies with broader healthcare objectives.

4. Oversee the development and enforcement of regulations governing the manufacture, distribution, and dispensing of pharmaceuticals and controlled substances.

5. Conduct regular audits and inspections of pharmaceutical facilities, wholesalers, pharmacies, and healthcare institutions to ensure compliance with regulatory standards.

6. Investigate complaints, violations, and suspected cases of illegal drug activities, taking appropriate enforcement actions as necessary.

7. Manage the registration, licensing, and monitoring of controlled substance manufacturers, distributors, and dispensers.

8. Implement robust systems for tracking and monitoring the supply chain of controlled substances to prevent diversion and illicit trafficking.

9. Collaborate with law enforcement agencies to combat drug abuse, trafficking, and diversion of controlled substances.

10. Establish quality assurance protocols and standards for the storage, handling, and dispensing of pharmaceuticals and controlled substances.

11. Ensure the integrity and potency of pharmaceutical products through rigorous quality control measures and product testing.

12. Develop training programs and workshops to enhance the skills and knowledge of inspectors and regulatory staff.

13. Provide guidance and technical support to stakeholders on compliance with regulatory requirements and best practices in pharmaceutical management.

14. Provide analytics and trends related to pharmaceutical inspections, compliance, and enforcement activities.

15. Implement surveillance measures to detect non-conforming pharmaceuticals in the local market, initiating recall procedures when necessary to protect public health and safety.

16. Prepare comprehensive reports and presentations for senior management, regulatory agencies, and government officials on the status of pharmaceutical control measures and emerging challenges.

17. Coordinate with security authorities regarding judicial seizures related to pharmaceutical products, ensuring adherence to legal procedures and regulatory requirements.

18. Supervise the destruction of narcotic drugs, psychotropic substances, and psychoactive substances in coordination with competent authorities, ensuring proper disposal and compliance with environmental regulations.

19. Perform other duties as requested to meet the ongoing organizational needs.

Essential Education

Bachelor’s Degree in Pharmaceutical Sciences/ Pharmacy from a recognized university. Master’s in related field preferred.

Required Certification/ Licensure:

Subject to Healthcare Specialties Department regulations.

Essential Experience

Minimum 10 years’ experience in relevant role, out of which 4 years in Managerial or Supervisory capacity
