II. Job Description
A. Key Responsibilities
- Manage and oversee all activities of the Quality Control & Development (QCD) Department in accordance with assigned functions and responsibilities.
- Lead the development, standardization, control, and continuous improvement of the Company’s processes, regulations, work instructions, forms, and quality management documentation.
- Manage the operational quality KPI system, quality data, and quality management reports.
- Direct operational quality control, quality incident handling, investigation, quality records, and issues arising at Sorting Centers and Branches.
- Manage operational master data and coordinate the digitalization of quality management requirements.
- Advise the Board of Management/senior management on solutions to improve the operational system, enhance service quality, and control risks.
- Manage, train, and develop the QCD Department team to ensure effective and consistent performance.
B. Key Duties
1. Manage and Oversee QCD Department Operations
- Develop the QCD Department’s operational plans in alignment with the Company’s quality objectives, strategic direction, and management requirements.
- Assign, coordinate, monitor, and evaluate the performance of teams under the department.
- Establish coordination mechanisms among the Process, Quality, and Control teams to ensure seamless information flow, timely problem resolution, and minimize duplication of responsibilities.
- Monitor the progress of key tasks and provide periodic/ad-hoc reports to the Board of Management/senior management.
2. Manage Processes, Regulations, and Quality Documentation
- Direct the development, standardization, updating, and control of processes, regulations, work instructions, forms, and documents within the scope of the QCD Department.
- Evaluate the suitability, effectiveness, and efficiency of the documentation system currently applied across business units.
- Organize regular reviews and propose amendments, additions, replacements, or removal of documents that are no longer appropriate for actual operations.
- Promote system standardization based on appropriate management methodologies such as ISO, PDCA, Kaizen, RCA, 5W1H, and other improvement tools.
- Coordinate with relevant departments/business units to implement, train, and provide guidance on the application of system documentation.
3. Manage Operational Quality KPIs
- Direct the development, standardization, and monitoring of the Company’s operational quality indicators.
- Consolidate, analyze, and evaluate indicators such as SLA, CT1, backlog, transit delays, routing errors, service errors, damage, loss, shortages, quality records, and other relevant quality indicators.
- Monitor quality trends, identify bottlenecks, provide early risk warnings, and propose preventive measures.
- Evaluate quality performance by business unit, route, region, employee, or operational function when required.
- Prepare periodic/ad-hoc operational quality reports for the Board of Management/senior management and propose improvement initiatives.
4. Manage and Direct Quality Incident Resolution
- Direct the handling of serious or complex quality incidents that have a significant impact on customers, operations, or the Company’s reputation.
- Organize investigations and root cause analysis for quality issues.
- Determine appropriate corrective and preventive actions and coordinate with relevant departments/individuals to implement them.
- Ensure that quality incidents are handled in accordance with procedures, within the required timeframe, with complete information and proper supporting evidence.
- Propose appropriate recovery, compensation, disciplinary, warning, or improvement measures in accordance with Company regulations.
5. Manage Quality Control Activities
- Direct quality control activities and shipment journey monitoring at Sorting Centers.
- Monitor and control incidents such as shortages, excess shipments, incorrect routing, incorrect status, delays, damage, loss, and other abnormalities.
- Control the preparation, processing, and closure of quality records to ensure complete information, timely processing, and compliance with regulations.
- Direct investigations and provide shipment images from Sorting Center conveyor systems to support incident verification, complaint handling, or inspection requests.
- Monitor the use of internal/customer codes by business units; identify and propose actions for cases involving misuse, incorrect information, non-compliance, or abnormal activities.
- Inspect compliance with operational procedures, quality regulations, and professional guidelines at Sorting Centers and Branches.
6. Manage Master Data and Operational Data
- Direct the development, updating, and management of operational master data within the scope of the QCD Department.
- Organize the receipt, assessment, and resolution of issues related to master data.
- Evaluate the impact of master data on operational KPIs, service quality, and management effectiveness.
- Coordinate with the Technology team to digitalize management requirements, conduct testing and acceptance, and improve data/KPI systems.
7. Advise on Operational System Improvements
- Consolidate quality issues, operational bottlenecks, recurring errors, and emerging risks to identify improvement opportunities.
- Advise the Board of Management/senior management on solutions to improve processes, systems, tools, data, and control mechanisms.
- Receive, classify, and evaluate improvement proposals, process change requests, and quality KPI adjustment recommendations from business units/departments.
- Coordinate with relevant departments to implement improvement solutions, monitor post-improvement results, and evaluate effectiveness.
8. Manage QCD Department Personnel
- Participate in the recruitment, placement, and development of QCD Department personnel.
- Assign responsibilities, monitor progress, and evaluate the performance of Team Leaders and department members.
- Provide training and coaching in quality management, processes, control, and data analysis for both new and existing employees.
- Recommend rewards, corrective actions, additional training, or adjustments to work assignments to improve team capabilities.
- Build a proactive, accountable, collaborative, improvement-oriented, and results-driven working culture.
- Perform other duties as assigned by the Board of Management/senior management.
III. Qualifications & Requirements
A. Education & Experience
- Education: Bachelor’s degree or higher in Quality Management, Logistics, Business Administration, Economics, Law, Industrial Engineering, Management Systems, or related fields.
- Gender: Open to all genders.
- At least 5 years of experience in quality management, operations, logistics/express delivery, or management systems.
- At least 2 years of experience in a Department Manager, Senior Team Leader, or equivalent position.
- Candidates with experience in express delivery, logistics, postal services, multi-site operations, or large network organizations are preferred.
- Foreign language: Not required. Candidates with the ability to read and understand professional documents or communicate at a basic level when working with partners/suppliers are preferred.
B. Professional Skills
- Strong department management skills, including resource allocation, progress monitoring, and performance evaluation.
- Strong skills in developing, standardizing, reviewing, and improving processes, regulations, and work instructions.
- Strong data analysis skills, including KPI development, operational reporting, and quality trend identification.
- Strong ability to handle complex incidents, conduct root cause analysis, and recommend corrective and preventive actions.
- Strong communication, negotiation, problem-solving, and cross-functional coordination skills.
- Strong training, coaching, communication, and team development skills.
- Proficient in Microsoft Office, particularly Word, Excel, and PowerPoint, as well as relevant data management, reporting, and operational management systems/tools.
C. Management Competencies

- Ability to organize, assign, monitor, and evaluate the performance of teams under the department.
