Reports directly to the Executive Director and is responsible for the following duties:
Responsible for the development and maintenance of quality assurance (QA) and improvement (QI) processes, including overall documentation of the Agency Policies and Procedures, program pre-audits, and compliance with DMC QA/QI contracted components.
Develops procedures that are in line with contracted requirements and needs.
Maintains and evaluates quality services that are in contract compliance with funding sources.
Maintain files of all contracts, awards, grants, Memorandums of Understanding (MOU), agreements, and other documentation as assigned,
Performs regular quality control checks on DMC files, to ensure progress and legal compliance.
Monitor timelines and quality of report submissions, ensuring that reports meet contract requirements as they relate to OPTUM Authorizations and SmartCare EHR.
Create, update, and maintain program policies and procedures.
Assist Peer Specialist/SUD Counselors with contract compliance and quality assurance.
Provide contract compliance/statistical training when needed.
Responsible for program/team case file reviews monthly and shall document in participant file compliance with the procedures.
Assist grant writer with proposal development and grant re-application when needed.
Assist Executive Director with ensuring standards of quality to include service partner confidentiality, program philosophy, and HOM guiding principles.
Assist in donor/resource development plan.
Participate in grant development.
Conducts/Provides counseling services (individual and group) to residents.
Responds to, research, and answers compliance related questions from managers, employees, funding agencies, auditors, and others encountered in the course of work.
Performs other related duties as assigned.
Maintain confidentiality as protected by Federal law and regulations.
Maintain all program facilities so that a clean, safe, sanitary and alcohol and drug-free environment exists. Comply with all applicable local, state and federal laws and regulations
Qualifications: Bachelor’s degree in behavioral sciences or related field or experience in research, program compliance work, SUD counseling, or equivalent knowledge/experience. Must be certified SUD (substance use disorder) or RADT (Registered Alcohol Drug Technician). Experience providing program planning, development, implementation, and administration. Non-profit or government agency experience strongly preferred. Must possess working knowledge of Dual Dx. Experience with alcohol and/or drug treatment and/or residential treatment facilities. Knowledge of research, evaluation, analysis, and interpretation methods techniques; pertinent Drug Medi-Cal Federal, State and local laws, codes and regulations; standard contract language, terms and conditions. Must have a valid California driver’s license, reliable vehicle, relevant auto insurance, a clean driving record, and willing to drive vehicle for job related tasks. Willing to go through clearance process which may include drug testing (Hire is pending the results of appropriate clearances). This job description is not intended to be all-inclusive.
