Job Title: Project Quality Manager
Location: Remote
Candidate is expected to work Eastern Time
8 Months with possible extension

Job Description:

Review quality related lessons learned from previous tender and projects
Evaluate quality requirements and provide feedback on the quality related requirements by registering deviations, clarifications and risks in the appropriate systems
Produce quality documentation and ensure internal review and approval
Prepare project quality budget and ensure internal review and approval
Present project quality documentation to customer and represent function in negotiations if required
Ensure that customer requirements that effect quality are mirrored in our documentation and budget.
Register lessons learned related to quality after tender and support tender manager in overall Lessons Learned workshop
Evaluate quality requirements by analyzing the contract and understanding the background from Tender and Lessons Learned from related projects
Identify quality risks, mitigate, monitor and follow up assigned risks
Set up and communicate quality documents, tools and processes
Review and set up project document list for quality deliverables
Review, update request and create quality documents, incl. Project Quality Management Plan, Mas-ter Test Plan, Audit and Verification Plan and Minimum Quality Assurance Requirements on sub-suppliers & sub-contractors.
Ensure that the Project Quality documentation is transferred to Customer as per project contract re-quirements. Provide timely and adequate follow up on quality related project deliverable documents ensuring customer approval.
Ensure compliance customer requirements and internal processes throughout project lifecycle with support from the core project team especially project director.
Guide and educate project team on tools and processes with customer and other relevant stake-holders.
Participate In Project kick off meeting to ensure that the Project Quality plan, Inspection & Test Program and all Quality requirements are communicated and implemented in the Project.
Register deviations to IMS processes; document appropriate processes and inform stakeholders
Lead, educate and guide project team throughout the project lifecycle driving emphasis on Quality culture, Quality Assurance, Quality Control and alert where additional compliance is needed..
Inquire with the Project Team and alert to the line to ensure that Quality Control expertise is available at the appropriate project delivery points within Supply Chain, Engineering, Civil and Construction, Installation and Commissioning, etc.
Main point of contact and interface with the customer on Project Quality matters incl. test coordination
Represent quality function in the project core team and act as a project manager related to all quali-ty aspects of the project
Lead and guide the Non-Conformance Management (NCM) throughout the project life cycle:

o Ensure NCM processes are known, implemented & followed in the project (QIT, CCRP)
o Set up Nonconformance project structure in NCM tool, communicate and follow up imple-mentation, providing guidance to the project team as needed.
o Monitor & review project NCR status and drive / support resolution in adherence to KPIs
o Monitor Change Control Board process and ensure any changes due to deviations are rec-orded and tagged as per COPQ process
o When necessary, ensure the business Continuous Improvement process is followed when-ever required to solve project issues.

Initiate and follow up audits as per customer requirements and the internal requirements. Follow up on audit findings to ensure closure. Coordinate Customer Audits.
Initiate and monitor Customer Feedback Management via the TNPS process for the project.

Engineering

Monitor & control the Design Review Meetings (DRM) process by performing spot checks that the process is being followed and attending relevant DRMs based on high risk/criticality.

Procurement:

Provide quality documentation for suppliers / contractors / consortium partners in Request for In-formation or Quotation and ensure the relevant internal and contractual quality requirements are im-plemented (Formal notification and Witness and Hold point requirements, FAT requirements etc.)
Communicate relevant quality requirements and provide quality input to supplier and contractor kick off meetings
Perform quality review of related quality documentation from supplier / contractors
Create, govern and follow up on Master Test Plan based on input from relevant stakeholders
Govern Inspection Notifications and Test Participation, ensure inspection notifications are send to Customer and processes are established.
Govern implementation of Quality Control Plans for suppliers in the project
Participate in sign off of shipment releases as part of the project shipment release authorization re-view team Construction
Collaborate and direct Site Quality representative to ensure proper execution of quality activities at construction site.
Monitor Quality KPIs
Monitor and act on cost of poor quality (COPQ)
Facilitate “Lessons Learned” in project execution and support Project Management in ensuring important lessons learned are captured and fed back to organization following the processes.
Monitor Stage Gate model and act as a gate keeper / facilitator involved in the stage gate process.
Participate in relevant project team meetings.
Analyze requirements incl. deviations, clarifications and input to risks
Support the preparation of the Quality section of the offer, including the Quality Management Plan, Tender document list and Project document list for quality and the Minimum quality requirements for Suppliers and Contractors if required.
Prepare quality budget proposal on resources and costs for approval
Support the Project manager in applying the Lessons Learned from previous projects and document them for future use. This could include facilitating a Lessons Learned session, if required, which is delegated from the PM scope.
Participate in relevant project team meetings, including reviews if requested by Project Manager
Ensure project Quality documentation meets both contract and Hitachi Energy requirements.
Support the project manager in applying the stage gate process
Support the project manager in applying the Lessons Learned process, gathering LL from previous projects and document them for future use. Ensure they are shared with required stakeholders.
Ensure NCM processes are known, implemented & followed in the project (QIT, CCRP)
Ensure COPQ is measured and reported according to agreed processes

Qualifications

Bachelor’s degree in technical or engineering or quality management and 2 years relevant professional experience ideally in EPC (Engineering Procurement Construction) project-based environment.
Prefer have power or energy industry experience.
Ability to lead and support project teams through processes and changes in complex organizations.
Proficient communication skills, collaborating efficiently with the team and effective in creating a trust-based relationships with our customers.
English fluency (written and spoken).
Willingness to travel, as needed 10% and more to project status meetings, construction site and supplier locations. We are open to discuss family friendly set-ups.
Good if you have test coordination experience.

ISO9001 knowledge a plus, certified auditor a plus.

Job Type: Contract

Pay: $45.00 – $50.00 per hour

Expected hours: 40 per week

8 hour shift
