Job Description Summary:

The Part-Time Housing Quality Standards (HQS) Inspector, under the direct supervision of the HQS Lead Inspector, is responsible for conducting HQS inspections following the guidelines of HUD’s Housing Quality Standards and the contracted Housing Authority’s administrative plan. All inspectors are required to complete the provided classroom, online, and field training and pass the final HQS certification exam. Job Description:


BUDGETED SALARY: $20.00/Hour – $25.00/Hour


Essential Duties:

  • Conducts a variety of inspections including: Initial Inspections, Annual Inspections, Re-Inspections, Complaint Inspections, and Abatement Inspections
  • Collects and transmits data using a handheld device
  • Receives and answers inquiries concerning livability code requirements
  • Plans and executes rental unit inspections, conducts housing inspections and determines program compliance
  • Investigate code violations by making a site inspection, reporting findings, and taking steps to obtain compliance (information letter, warning, citation/administrative, and/or court appearance as necessary)
  • Obtains schedule and inspection information for upcoming work shifts
  • Maintains inspection reports and daily logs of work performed
  • Completes and submit required documents to housing agency
  • Develops and maintains positive working relationships with property owners/managers, advises owners/managers on code requirements and enforcement procedures


Years of Experience:


Education:

High School Diploma or GED required


Knowledge, Skills, and Abilities:

  • Excellent interpersonal skills.
  • Moderate computer ability.
  • Current Maryland driver’s license. Must be available to drive during all working hours.
  • Knowledge of the general operations and procedures of a Public Housing Agency (PHA) and of local, state, and federal regulations governing subsidized housing programs preferred.
  • Proven proficiency with modern equipment including cell phones, fax machines, scanners, computers, palm or other handheld devices, GPS, and printers.
  • Ability to prepare and present ideas in a clear and concise manner, both orally and in written form.
  • Establish, maintain, and promote effective working relationships with departmental employees, co-workers, vendors, consultants, contractors, and landlords/tenants; display ability to effectively communicate with people from a broad range of socio-economic backgrounds.
  • Ability to work productively in a variety of working conditions and environments.
  • Moderate work: Must have the ability to walk, bend, and stoop, climb stairs, carry a 2-lb. tablet and make observations in all levels of lighting.

All necessary training, required tools/test equipment, and County uniform shirts will be provided.

Once fully trained, employee will be expected to complete inspections independently.

Must comply with all Federal (OSHA), State of Maryland (MOSH), safety regulations and applicable Harford County safety policies, procedures, or manual as required for this position.
