Summary
The Design QA/QC Lead – Overhead Distribution serves as the first-line independent technical reviewer for conversion and distribution overhead work packages within DTE’s OHD QA/QC function. This role performs structured design reviews at the 30%, 60%, and 90% completion stages, validating that designs from external service providers comply with DTE Distribution Design Operating (DDO) standards, are constructible, and are free of defects before packages advance toward scheduling and construction.

This position engages during the 0% to 30% design phase to help establish project scope and design criteria prior to formal design activities. The Design QA/QC Lead reports to the QA/QC Engineering Supervisor and supports the overall quality assurance process while carrying no direct supervisory responsibilities.

Key Responsibilities

  • Conduct structured 30%, 60%, and 90% design reviews of conversion and distribution overhead work packages submitted by external design service providers.
  • Verify compliance with DTE DDO standards, construction details, and engineering requirements.
  • Review conductor sizing, ampacity, clearances, grounding, pole loading, pole class requirements, and construction methods.
  • Validate conversion-specific design changes, including insulation levels, arrester and cutout ratings, and secondary system impacts associated with 4.8kV to 13.2kV conversions.
  • Evaluate constructability and safety requirements, including tree trimming, joint use coordination, top-cut sequencing, and construction list completeness.
  • Conduct field site visits as needed to verify existing conditions, design accuracy, and constructability.
  • Track, document, and route standards exceptions and non-standard designs through the appropriate approval process.
  • Log review findings, RFIs, corrective actions, and review outcomes.
  • Identify recurring design defects and contribute to continuous improvement efforts, training initiatives, and standards updates.
  • Support vendor performance evaluations by providing feedback on design quality, completeness, accuracy, and rework frequency.
  • Partner with the QA/QC Engineering Supervisor to validate and refine AI-assisted review tools used in the design review process.

Preferred Qualifications

  • Bachelor’s degree in Electrical Engineering, Engineering Technology, or a related discipline.
  • Senior-level candidates with 6+ years of experience in overhead distribution design, engineering, or construction.
  • Advanced-level candidates with 8+ years of experience, including technical review or design QA/QC responsibilities.
  • Working knowledge of DTE DDO standards and construction details, or equivalent utility distribution design standards.
  • Experience supporting 4.8kV to 13.2kV or similar voltage conversion projects.
  • Experience conducting staged design reviews at 30%, 60%, and 90% completion milestones.
  • Familiarity with sag/tension analysis, pole loading analysis, and related engineering verification tools.
  • Experience with Maximo, Documentum, Bluebeam, and similar utility design management systems.
  • Knowledge of standards exception and deviation management processes.
  • Professional Engineer (PE) license preferred but not required.
