Responsibilities
Works with ARCA’s Clinical Services Director and InterCare Division Directors to implement and coordinate operations and quality improvement initiatives within InterCare. Responsible for collecting, monitoring, and distributing data related to InterCare quality improvement measures, processes, and initiatives. Duties include, ensuring ARCA and InterCare quality standards in Individual Specific Training (IST), InterCare safety compliance monitoring and tracking, Extended Reach, iDocs, and data collection and tracking for InterCare quality initiative. Works with InterCare Division Director and ICF facility managers on operations and program quality improvements including record review, trainings, incident management, and internal/external audits. The InterCare Quality and Operations Manager will address operation and quality issues throughout the entire division (ICF office, homes, vehicles). Provides mentoring and coaching for ICF facility managers and direct support professionals as needed. Initiates personnel action and works directly with InterCare Division Directors to hold staff accountable for completing job duties. The InterCare Quality Operations Manager will attend ISP, IDT, and other meetings as necessary. Will directly supervise Floaters in InterCare.
Quality Program Coordination: Coordinates with management teams at each InterCare home, InterCare Division Directors, and ARCA Leadership in the compliance, collection and management of electronic data for InterCare Services. This includes but is not limited to Individual Specific Training (IST); InterCare safety compliance monitoring and tracking; document compliance through Extended Reach; iDocs note compliance; iDocs Action Step compliance. Will directly supervise Floaters in InterCare.
Improve and Execute Quality Processes: Coordinates with management teams of each InterCare home, InterCare Division Directors, and ARCA Leadership to identify, analyze, organize, and implement improvements in quality processes for InterCare service delivery, processes and procedures, and home compliance and performance. Coordinates training activities on quality process improvements throughout InterCare. Ensures that ICF facility managers approve or assign incomplete or missing notes in iDocs on a weekly basis. Ensures that ICF facility managers written iDoc ISP Action Steps are measurable and match Individual Support Plan (ISP) documented Action Steps. Ensures fire drills, vehicle inspections, and best practice trainings are accurate and complete and forwarded in a timely manner. Provides and documents remedial training on documentation compliance issues as needed with all InterCare Staff.
Data Measurement and Distribution: Monitor and distribute data by producing data reports and proposing quality improvements to InterCare Division Directors and ARCA Leadership based on timely and accurately collected findings. Utilizes ARCA’s performance measurement systems, including Stoplight metrics and action planning processes to generate and distribute reports related to performance measurement systems. Measures and distributes data and information related to process improvement initiatives, and ensures InterCare State and Federal data compliance.
Incident Management: Assists in reviewing overall safety, health, and risk management within InterCare, including but not limited to Incident Management and review of incident reporting procedures with ARCA Incident Manager. Provides and documents remedial training on Incident Report writing and process compliance. Assists InterCare staff to provide requested documentation to the Incident Management Department.
Problem Solving: Able to problem solve effectively and proactively work with a wide array of staff across all program supports and services. Must triage situations in a fast-paced environment.
Communication: Will communicate effectively with co-workers, supervisors, ICF facility managers direct support staff, nurses, families and guardians, other service providers, medical staff, community agencies, Department of Health (DOH), other State agencies, and others to ensure the smooth operation of the home. Will follow the chain of command when dealing with and assessing problems and will share information in order to maintain transparency with InterCare Directors and Clinical Service Director.
Team Support: Will work as part of a team and perform all duties within the scope of the guidelines of the interdisciplinary team process. Will participate in meetings with Leadership, ICF facility managers and DSP’s. Will give input on team issues and provide feedback on team processes.
Presentations: Able to make clear and informative presentations to Leadership, management, and direct support professionals.
Staff Supervision: When supervising Floaters will complete effective and timely written documentation of personnel meetings, will use ARCA’s personnel documentation regarding competencies, attendance tracking, and driving, etc. performance evaluations, and disciplinary actions. Will maintain professionalism at all times and refrain from sharing personal information regarding any staff unless shared with Human Resources or the Benefits Team
Training: Will complete all required training within specified times and participate in ongoing in-service training according to ARCA Policy on Training. Will attend training as available to enhance supervisory skills. Will schedule and train new staff and substitutes to effectively provide services to individuals.
Abuse/Neglect/Emergency Situations: Treats individuals served with dignity and respect at all times. As required by law, reports all suspected instances of abuse, neglect, exploitation, environmental hazard, suspicious injury and/or injury of unknown origin to the appropriate authorities in accordance with ARCA policies and procedures M. HIPAA Compliance & Confidentiality: Has full access to Protected Health Information (PHI) to carry out job responsibilities in compliance with HIPAA Typical Physical, Environmental & Mental Demands:
The InterCare Quality Operations Manager exercises a high degree of discretion, independent judgment, and initiative. Relies on experience and judgment to plan and accomplish goals. Makes independent decisions free from immediate direction and supervision. Will operate office equipment, i.e. telephone, computer, copier, fax, etc. Must have mobility to visit ARCA locations. Will communicate effectively both individually and in groups.
Reports directly to InterCare Division Directors and will receive direction from ARCA’s Clinical Services Director. Work is performed onsite, in an office setting, and in the field, when necessary. Must have reliable transportation. Must be able to manage frequent interruptions and attend to matters that require immediate attention. Excellent time management skills are essential. Must be able to prioritize tasks, establish, and maintain working relationships with a wide variety of internal teams and staff members. Although typical working hours are Monday through Friday, 8:00 am to 5:00 pm, the InterCare Quality Operations Manager must be willing to work flexible hours to accommodate evening and weekend activities.

Pay: $21.10 – $31.64 per hour
