The Montana Department of Revenue administers almost 40 state taxes, property appraisals, alcoholic beverage laws, cannabis laws, and unclaimed property for the state of Montana. The Cannabis Control Division is responsible for the licensing, regulating and enforcement of the marijuana laws of Montana.

The Cannabis Control Division administers the state’s Marijuana Codes, which governs the cultivation, manufacturing, and sale of cannabis products. The division provides customer service with a focus on public safety to ensure a safe, orderly, and regulated system for safe and responsible consumption of marijuana products. The Cannabis Control Division includes the Administrative Team, Licensing Unit, and the Inspection/Compliance Unit. The Administrative Team oversees the daily management of the division. This group of staff consists of the administrator, deputy administrator, management officer, management analysts and division support staff.

DUTIES

Job Overview:

This position resides in the Cannabis Control Division of Department of Revenue. Duties include developing and maintaining internal controls to safeguard division assets. This includes assuring compliance with regulations and professional standards. The position acts as a quality control analyst by reviewing division work, creating processes, and recommending business process improvements based upon internal audits/reviews. The incumbent is also the point of contact and is responsible for the communication and organization of all external audits for the division. The position will recommend training curriculum based on internal and external audit findings. The position does not supervisor other staff.

Key Responsibilities Include:

Performs internal audits for all work groups within the division. These work groups include but are not limited to licensing, inspection, education, and analysts. Audits are performed via a random sample to assure compliance with statute, administrative rule, and internal processes. Internal audits consist of both interviewing staff and reviewing applications and documentation to verify facts.
Assure that all work units understand the division’s mission and objectives.
Performs a biennial rule review for the division to align with applicable initiatives (i.e. red tape).
Prepares and writes detailed reports on internal audit findings and submits reports to management.
Identifies internal compliance issues through audits and data; recommends corrective action plans to management.
Develops and monitors corrective action plans in response to internal audit findings.
Identifies consistent sources of errors and determines training gaps and necessary policy revision or system modifications to reduce errors and ensure compliance with regulations.
Serves as a point of contact for external auditors in preparation for an audit, during an audit and addressing audit findings.
Determines the scope of an audit and allocates appropriate resources.
Makes recommendations to management for business process changes to ensure compliance.

Working Conditions

Work hours may exceed 40 hours from time to time, including weekends.
Office environment.
Lifting is infrequent, less than 15 pounds.
Some travel may be required, must have a valid driver’s license.

REMOTE/TELEWORK: This position may be eligible to work from an approved worksite within the state of Montana. This position would be required to report to a Department of Revenue office assigned by the supervisor. Employees must meet and sustain Department of Revenue telework eligibility requirements and supervisor’s approval to participate in the DOR Telework Program.

Training Assignment: This agency may use a training assignment. Employees in training assignments may be paid below the base pay established by the agency pay rules. Conditions of the training assignment will be stated in writing at the time of hire.

EDUCATION / EXPERIENCE

The above competencies are typically acquired through a combination of education and experience equivalent to:

Bachelor’s degree in business administration, accounting, public administration, or related field.
Three years of job-related work experience with audits, compliance, quality control, data analysis or investigative experience.
Other combinations of education and experience will be evaluated on an individual basis.
