Position Summary:
This position assists and supports the daily operation of Milwaukee Youth Court Service Programs including but not limited to: Shelter Care – Rashid & Bahiya, Community Service Restitution Coordination (CSRC), Aspire, Violence Reduction Program, and Electronic Monitoring services. The position will also support other division Programs. The Program and Quality Support Specialist will split time amongst different programs providing quality assurance and reporting to ensure contract compliance, as well as other duties as assigned. The position will report directly to the Vice President.
Essential Functions:
Utilize Microsoft Suite programs (Lists, Forms, Excel, Outlook) to enhance organization of quality assurance data.
Utilize existing audit forms and processes, and work with the VP to develop and complete program specific reports to support file audits.
Facilitate and conduct weekly Quality Assurance (QA) audits and submit a summary report to the VP for all programs (this typically occurs on Fridays for Aspire and CSRC but can be rescheduled for a Thursday or Monday if vacation; and, for EM on Monday mornings and all-day Thursdays. For VRP, weekly checks Tuesdays and Wednesday if needed). If needed establish deadlines for the program managers with the VP for completion of missing data.
Complete weekly census reports for CSRC and Aspire programs and update the Desk Review document. Submit census reports to: [email protected] for CSRC and [email protected] for Aspire, as well as to Milwaukee County to [email protected], [email protected] and [email protected]. Always copy the VP. Submit the Desk Review to [email protected].
Support adherence to the program model and “PE bible” for CSRC and Aspire and assist with training new staff with structuring hard files, program specific required paperwork for CSRC and Aspire, Daily Attendance Logs, Transportation Logs, and the County database AVATAR.
Monitor and check out incentive gift cards for CSRC and Aspire with finance.
Organize and enter monthly admission/discharge data in a timely manner in the AWARDS platform for CSRC and Aspire (ensure the Healthy Youth checkbox for Aspire youth).
For the Project Excel site for both CSRC and Aspire, work with the VP to develop monthly program calendars according to the contractual requirements and ensure adherence to the calendar with programming and documentation (PE Puzzle). All documentation must match the calendar for each youth based on attendance, including signed attendance logs, hard file documentation, AVATAR, and Discharge Summaries, Restitution Reports, and Check Requests.
For CYFS programming, at the Project Excel site and Shelter, support the VP with ensuring all data is timely, entered, and accurate for Paid for Performance Outcomes each quarter prior to the scheduled deadlines. Support the staff with entering notes that may be behind.
Participate in annual audits of the Milwaukee CYFS youth programs with the VP and Director of Milw. Youth Services, including required data and reporting, logic models, and other required information.
Update and monitor records in online databases (AVATAR and Awards) to support program leaders in printing and obtaining records, auditing records, and orientating staff to the database.
Facilitate youth surveys for CSRC, Aspire, Shelter Care (Rashid and Bahiya) programs and Healthy Youth via Teams or in person and enter survey result data in Microsoft Forms, send results to the VP.
Complete strict monthly audits of the Shelter Care shadow files following the State Licensing Checklist, maintained by Human Resources, and work directly with the Assistant Program Director, as well as Human Resources to obtain missing information the same week. Report results to the VP.
Complete Shelter Care Drop-ins, doing internal and external perimeter checks and auditing all active and discharged files (using the Licensing checklist) and complete the corresponding report at each youth Shelter, Rashid and Bahiya, following a strict schedule for at least once per month. Send the report to the VP.
Strictly monitor all Shelter Care Daily Census Reports and Communication Logs, communicate all issues with the Assistant Program Director of Shelter Care, and copy the VP.
Train and support the VP to establish annual schedules with all programs for Empathy Interviews with youth and program staff with a designated team of WCS employees to ensure all programs employ a Trauma Informed and Person-Centered Approach in service delivery.
Support the VP and lead quality assurance functions to ensure programs remain in full contract compliance.
Train new employees and leaders on the required databases and monitor their progress and compliance thru weekly QA Checks every Friday.
Schedule training and enter staff training records in online training database for all Licensing, agency and funder required trainings (according to the Staff & Leader Orientation & Training Plans developed by the VP) and turn in completed forms to the VP for each employee.
Support staff to remain in compliance with all WCS policies and procedures (Power DMS).
Utilize the Continuous Quality Improvement spreadsheets for each program, to track and monitor systems to ensure compliance and add efficiencies to operations.
Uphold and promote a positive and supportive culture for individuals served and program staff and leaders.
Maintain confidentiality for persons served within all written and verbal communications.
Adhere to State Licensing requirements.
Adhere to WCS Policies and Procedures.
Other duties as assigned by the VP.
Job Qualifications:
Minimal Qualifications:
Bachelor’s Degree in a human service field.
Two years minimum of experience with justice involved youth, reporting, quality assurance, and strong customer service skills.
Strong computer skills including typing and ability to use Microsoft programs, databases, etc.
Advanced organization skills.
Ability to display cultural competence by responding respectfully and effectively to people of all cultures, languages, classes, races, ethnic backgrounds, religions and other diversity factors in a manner that recognizes, affirms and values the worth of participants the agency service.
Valid driver’s license, automobile, and insurance sufficient to meet agency requirements.
Meet all the employee requirements including references, criminal and caregiver background check, drug test, and driver’s record check.
Knowledge, Skills, and Abilities:
This person must have exceptional customer service and person-centered skills. Must possess exemplary verbal and written communication skills, along with strong computer skills that include Microsoft Word, Excel, and database applications. Requires being good at detailed work and utilizing analytical and problem-solving skills. Ability to multitask, organize, and assist others to implement procedures and practices. Must be sensitive to cultural, ethnic, and disability issues.

Physical Demands:
May require sitting at a desk and/or computer for two or more hours at a time. Requires significant computer work. Driving for the position may be required.
Working Conditions:
Work is performed in a fast-paced office setting. Must be comfortable being around and/or interacting with youth involved with the justice system for the purposes of Empathy Interviews and surveys. Flexible work schedule may be required, and some pre-approved remote work days (one to two per week may be considered). Work Relationship and Scope:
Reports directly to the Vice President of Court & Community Reintegration Services and works closely with youth programs under the Court Service umbrella. Interacts with all staff and direct interaction with the people being served and professionals (subcontractors and CYFS QA staff).
