Why does the job exist?
The Health Care Authority (HCA) Quality Assurance Specialist will:
Review assistance cases and provide verification of performance appraisals with regard to Federal and State mandates;
Provide oversight of case management and determinations and act as the oversight link between public assistance filed offices and Federal Government mandates;
Monitor a representative sample of cases;
Conduct client interviews and investigations, document findings and provide justification of decisions.
How does it get done?
The Health Care Authority (HCA) Quality Assurance Specialist is responsible for:
Having direct contact with Income Support Division (ISD) clientele via home visits;
Contacting collateral sources;
Traveling extensively;
Adhering to established deadlines;
Completing a monthly review of positive and negative cases that have been approved or denied and closed by the ISD County Offices;
Ensuring adherence and correct application of state and federal policies, standards and procedures;
Reporting detailed findings and allotment computations on the FNS 380 Work Sheet and FNS 245 in SNAP QCS;
Submitting completed monthly assignments to the Unit Supervisor, QC Operations Manager and the QC Staff Manager for final review with the understanding that cases may be returned during the final review process for correction or further development.

The Health Care Authority (HCA) Income Support Division (ISD) Staff and Clients.
Minimum Qualification
High School diploma or equivalent and five (5) years of experience as a Family Assistance Analyst, Income Support Specialist, Child Support Legal Assistant, and/or Child Support Enforcement Case Worker. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling five (5) years will substitute for the required experience.
Employment Requirements
Must possess and maintain a valid Driver’s License.
Working Conditions
Office setting with exposure to VDT. EXTENSIVE in-state travel. Conduct one-to-one interviews with individuals receiving public assistance to validate benefits issued.
