Summary/Objective:
The Manager of Quality Compliance is responsible for planning, developing, implementing, and overseeing the organization’s Continuous Quality Improvement (CQI), Quality Assurance (QA), and compliance programs. This role ensures the facility meets or exceeds all applicable federal, state (Florida), and local regulations, as well as the standards set forth by the Joint Commission for Behavioral Health Care and/or SAMHSA Opioid Treatment Programs. The focus is on improving patient care, safety, treatment outcomes, and operational efficiency within the Medication-Assisted Treatment (MAT) framework.
Key Responsibilities:
CQI Program Leadership: Develop, implement, and maintain a comprehensive, data-driven CQI plan aligned with the organization’s mission and strategic goals.
Facilitate CQI committee meetings, promoting a culture of continuous improvement among all staff.
Lead performance improvement projects (PIPs) to address identified areas for enhancement in patient care, safety, and operational processes.
Utilize quality improvement methodologies (e.g., PDSA, Lean, Six Sigma) to analyze processes and implement effective changes.
Data Collection, Analysis, and Reporting:
Establish and monitor key performance indicators (KPIs) related to MAT services, including treatment retention rates, overdose reversals, patient outcomes, medication adherence, and access to care.
Develop systems for collecting, aggregating, and analyzing data from various sources (e.g., electronic health records, incident reports, patient satisfaction surveys, ME reports and surveys).
Generate regular reports on quality and performance data for leadership, staff, and external stakeholders as required.
Identify trends, variances, and opportunities for improvement based on data analysis.
Joint Commission and Regulatory Compliance:
Serve as the primary point person for Joint Commission accreditation preparation, surveys, and ongoing compliance.
Maintain expert knowledge of current Joint Commission standards applicable to the facility’s services (Behavioral Health Care, Opioid Treatment Program, etc.).
Ensure organizational policies and procedures are compliant with Joint Commission standards, Florida state regulations (e.g., Department of Children and Families – DCF licensing requirements), federal laws (e.g., HIPAA, 42 CFR Part 2, SAMHSA regulations for OTPs, DEA), and payer requirements.
Conduct internal audits, mock surveys, and compliance reviews to assess adherence to standards and regulations.
Develop and implement corrective action plans in response to internal findings or external survey deficiencies.
Educate staff on compliance requirements and Joint Commission standards.
Risk Management & Patient Safety:
Oversee the facility’s risk management program, including incident reporting, investigation, and root cause analysis (RCA).
Develop and implement strategies to mitigate risks and enhance patient safety, particularly related to medication management, dispensing, and security in a MAT setting.
Monitor and report on patient safety events and sentinel events, implementing preventative measures.
Ensure compliance with Joint Commission National Patient Safety Goals.
Policy and Procedure Management:
Oversee the development, review, and revision of all organizational policies and procedures to ensure accuracy, compliance, and alignment with best practices and accreditation standards.
Staff Training and Education:
Develop and deliver training programs for staff on CQI principles, compliance requirements, patient safety, and relevant Joint Commission standards.
Collaboration:
Work collaboratively with clinical staff, medical providers, administrative staff, and leadership to integrate quality and compliance into daily operations.
Liaise with external agencies, surveyors (Joint Commission, state licensing, DEA), and payers regarding quality and compliance matters.
Qualifications:
● Education: Master’s degree in Healthcare Administration, Nursing, Public Health, Social Work, Counseling, or a related field. Licensed or licensed eligible for LMHC/LCSW
● Experience: Minimum of 3-5 years of experience in quality improvement, compliance, or risk management within a healthcare or behavioral health setting. Experience specifically in a MAT or substance abuse treatment environment is highly desirable.
● Accreditation Knowledge: In-depth knowledge of Joint Commission standards is required. Experience with the Joint Commission survey process is a significant advantage.
● Regulatory Knowledge: Familiarity with Florida state regulations governing substance abuse and mental health facilities (Chapter 397, F.S., Florida Administrative Code) and relevant federal regulations (HIPAA, 42 CFR Part 2, SAMHSA regulations for OTPs if applicable).
● Skills:
Strong analytical and problem-solving skills, with the ability to interpret data and identify trends.
Proficiency in quality improvement methodologies (e.g., PDSA, RCA).
Excellent written and verbal communication skills, including the ability to present data and complex information clearly.
Strong organizational skills and attention to detail.
Ability to work independently and collaboratively with multidisciplinary teams.
Proficiency in electronic health records (EHR) and data analysis tools (e.g., Excel, statistical software).
● Certifications: Certification in Healthcare Quality (CPHQ) or other relevant quality/compliance certifications are often preferred.
