The Opportunity
HorizonWorks is seeking an experienced Construction Quality Manager (QA/QC) to support complex construction and infrastructure projects.
This is not simply a documentation role. We are looking for a quality professional who understands construction, understands how work is inspected and accepted, and can establish the processes necessary to ensure that the work being performed meets the requirements of the contract documents.
The successful candidate should be comfortable working in both the field and project office and collaborating with contractors, construction managers, owners, engineers, inspectors, subcontractors, and other project stakeholders.
Depending on the assignment, this individual may be responsible for an overall project quality program or for QA/QC activities associated with a specific project, discipline, contractor, or work package.
What You’ll Do
Responsibilities may include:
Develop, implement, maintain, and administer project-specific Quality Management Plans and QA/QC procedures.
Review contract documents, drawings, specifications, approved submittals, codes, standards, and other requirements to understand applicable quality and acceptance criteria.
Establish inspection, testing, documentation, and quality-control processes appropriate to the assigned project.
Coordinate quality activities with project management, field personnel, inspectors, engineers, contractors, subcontractors, testing agencies, and other stakeholders.
Perform and/or oversee field quality inspections to verify that construction activities conform to approved plans, specifications, submittals, and project requirements.
Develop and maintain Inspection and Test Plans (ITPs), checklists, inspection records, testing documentation, quality logs, and related records.
Monitor required material testing, special inspections, certifications, and other quality-verification activities.
Identify nonconforming work and ensure deficiencies are properly documented, communicated, tracked, corrected, and closed.
Manage or support the Nonconformance Report (NCR) process, including investigation, corrective action, verification, and closeout.
Track quality issues and identify recurring deficiencies or trends requiring corrective or preventive action.
Participate in preparatory, pre-installation, pre-activity, and coordination meetings.
Review RFIs, submittals, shop drawings, and other project documentation when relevant to quality requirements.
Conduct quality audits and assess compliance with established project procedures.
Work closely with project teams to resolve quality issues before they create significant schedule, cost, or rework impacts.
Support punch list, substantial completion, commissioning, turnover, and final project closeout activities.
Maintain organized, complete, and auditable project quality records.
Prepare quality reports and communicate quality performance, deficiencies, trends, and risks to project leadership and clients.
Promote a project culture in which quality is built into the work rather than inspected in after the fact.
What We’re Looking For
Quality management requires more than knowing how to complete an inspection form.
We’re looking for someone who can understand the technical requirement, determine how compliance should be verified, recognize when the work does not meet that requirement, document the issue appropriately, and work with the project team to drive it through resolution.
The strongest candidates will demonstrate:
Construction QA/QC experience on complex construction projects.
Strong knowledge of construction means, methods, sequencing, inspection, and testing.
Ability to read and interpret construction drawings and technical specifications.
Experience implementing or administering construction quality programs.
Experience with inspection and testing processes and documentation.
Experience managing nonconforming work, NCRs, corrective actions, and deficiency closeout.
Strong documentation and recordkeeping skills.
Ability to identify quality risks before they become significant project problems.
Confidence communicating quality requirements with contractors, subcontractors, engineers, inspectors, and project leadership.
Ability to work independently while remaining collaborative and solutions-oriented.
Strong written and verbal communication skills.
Ability to balance technical compliance with practical project execution.
A customer-centric mindset and commitment to protecting the client’s quality expectations and overall project objectives.
Preferred Qualifications
Bachelor’s degree. Related technical discipline preferred; significant relevant construction quality experience may be considered in lieu of a degree.
Approximately 5+ years of construction experience, including meaningful responsibility for quality assurance and/or quality control.
Experience on large-scale commercial, institutional, transportation, infrastructure, industrial, public-sector, or similarly complex construction projects preferred.
Experience working within a GC/CM, owner’s representative, engineering, specialty contractor, or construction-management environment.
Familiarity with project-specific Quality Management Plans, ITPs, NCRs, corrective-action processes, inspections, testing, and project closeout.
Experience coordinating with third-party testing agencies, inspectors, authorities having jurisdiction, and design professionals is valued.
Relevant certifications such as CQM-C, ASQ, ICC, AWS, ACI, NICET, or other discipline-specific quality/inspection credentials are valued where applicable to the candidate’s background and project experience.
OSHA training or other construction safety credentials preferred.

And if you’re assigned to a project or technical scope that is different from your previous experience, you’re willing to open the drawings, read the specifications, understand the requirements, engage the appropriate subject-matter experts, and learn.
The right Quality Manager understands that quality management is ultimately about protecting the project, supporting the client, preventing rework, and ensuring that the finished product meets the requirements it was designed and contracted to achieve.
