The County of Kings Behavioral Health is seeking dedicated and compassionate professionals to join our team as a Quality Assurance Clinician. This position plays a critical role in ensuring staff and contracted providers meet all federal, state, and local standards and regulations. Responsibilities include conducting clinical chart reviews, developing policies and procedures, creating monitoring tools, and supporting compliance related to service delivery, case management, medical necessity, and crisis intervention. Working independently with sound clinical judgment, the Quality Assurance Clinician provides professional support to the Quality Assurance Manager and program staff, contributing to the ongoing development and maintenance of high-quality behavioral health services.
There is one immediate vacancy. Future vacancies for this position may be filled from the eligible list to be established. The expected life of the eligible list is six months.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Quality Assurance Manager. Exercises no direct supervision over staff.
CLASS CHARACTERISTICS
This journey-level classification is responsible for independently performing professional level clinical quality assurance, quality improvement, utilization review, and compliance duties in support of mental health and substance use disorder systems of care. Positions at this level exercise judgment and initiative in their assigned tasks, receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.

Performs professional clinical duties related to quality assurance, quality improvement, utilization review, utilization management, and compliance activities for mental health and/or substance use disorder systems of care, programs, and activities.
Creates monitoring and data collection tools for mental health and/or substance use disorder programs; evaluates gathered data; and creates reports for clinical program development, implementation, and improvement; ensures changes in laws are included in the monitoring tools.
Reviews and assesses mental health and/or substance use disorder charts and clinical records to ensure proper utilization of treatment resources; reviews provider’s clinical documentation and records to ensure compliance with federal, state, and local regulations related to medical necessity, access criteria, and case documentation; develops and recommends corrective action plans as necessary.
Develops policies and procedures related to the delivery of professional mental health and/or substance use disorder services including but not limited to screenings, assessments, level of care determinations, case management, individual, group, and family therapy, counseling, and crisis intervention; modifies policies and procedures as appropriate to ensure compliance with changes in laws, regulations, and standards.
Assists in determining the type and frequency of training needs; collaborates with the Quality Assurance Manager in the design and delivery of training.
Reviews and makes determinations related to Treatment Authorization Requests for substance use disorder residential treatment and/or mental health inpatient psychiatric hospitalization as appropriate.
Assists with the facilitation of quality assurance audits; assists program staff and providers in preparing for audits; assists with implementation of any corrective action as a result of audit.
Keeps abreast of all federal, state, county and department compliance policies and procedures and all regulations pertaining to quality assurance, utilization management, and documentation; disseminates information to internal staff and contracted service providers; and ensures compliance on a continuous basis.
Provides input and clinical consultation to staff and service providers related to the implementation of new programs, processes, and activities.
Compiles, analyzes, and maintains various data and statistical information related to quality assurance and compliance; prepares and presents staff and agenda reports and other necessary correspondence related to assigned activities and services.
Attends, participates in, and/or facilitates a variety of meetings, committees, coalitions, trainings, and workgroups in support of mental health and/or substance use disorder systems of care, quality assurance, and continuous quality improvement efforts.
Observes and complies with all County and mandated safety rules, regulations, and protocols.
Performs related duties as required.

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:
EDUCATION AND EXPERIENCE
Education:
Equivalent to a master’s degree from an accredited college or university with major coursework in social work, psychology, counseling, marriage and family therapy, or a related field; and
Experience:
Two (2) years of experience in a mental health and/or substance use disorder program, which included the application of Medi-Cal documentation and billing standards.
LICENSES AND CERTIFICATIONS
Licenses:
Possession of a valid California driver’s license issued by the Department of Motor Vehicles at the time of appointment.
Certifications:
Possession of valid licensure as a Licensed Clinical Social Worker (LCSW), Marriage and Family Therapist (LMFT), or Licensed Professional Clinical Counselor (LPCC) issued by the California Board of Behavioral Sciences (BBS), to be maintained throughout employment.

Qualify for security clearance through a background investigation and fingerprint check; must be willing to work irregular hours as required; travel within and outside the County.
