HHI Corporation is seeking an experienced Construction Quality Control Manager to lead quality control on complex federal construction projects. This is a hands-on leadership role responsible for ensuring construction activities meet contract requirements, approved plans and specifications, government standards, OSHA requirements, and HHI’s high standards for quality and safety.

The ideal candidate is an experienced federal construction QC professional with a strong understanding of USACE or similar government projects, CQC requirements, Three-Phase Control, RMS/QCS, and government documentation. You’ll work closely with Project Managers, Superintendents, subcontractors, inspectors, and Government representatives to identify issues early, maintain compliance, and keep projects moving.

Key Responsibilities

  • Lead and manage the project Contractor Quality Control (CQC) program.
  • Develop, implement, and maintain the Project Quality Control Plan (QCP).
  • Conduct routine site inspections and identify, document, and correct deficient or non-conforming work.
  • Lead Three-Phase Control Meetings, including Preparatory, Initial, and Follow-Up phases.
  • Monitor construction activities for compliance with contract documents, plans, specifications, approved submittals, and applicable regulations.
  • Prepare and maintain required QC documentation, reports, logs, and Government submissions.
  • Review and track submittals to ensure compliance before Government submission.
  • Track deficiencies and corrective actions through completion.
  • Coordinate inspections, testing, third-party laboratories, commissioning agents, and Government inspectors.
  • Enforce project safety requirements and support compliance with OSHA, EM 385-1-1, and project-specific safety plans.
  • Conduct and coordinate required quality and safety training.
  • Lead mishap investigations and complete required reporting.
  • Participate in preparatory, pre-installation, and Government coordination meetings.
  • Work closely with Project Managers, Superintendents, subcontractors, and field personnel to resolve quality issues without unnecessarily delaying progress.
  • Support project closeout, including punch lists, as-builts, warranties, O&M manuals, and final documentation.
  • Maintain professional working relationships with Government representatives, owners, inspectors, subcontractors, and project stakeholders.


Required Qualifications

  • Bachelor’s degree in Construction Management, Engineering, or related field.

  • 10+ years of construction experience
    , including at least 2 years as a Primary Quality Control Manager on federal construction projects.
  • Demonstrated experience with USACE, NAVFAC, VA, or similar federal projects.
  • Successfully completed at least one construction project valued at $8 million or greater.
  • Experience on projects exceeding 10,000 square feet.
  • OSHA 30-Hour Construction Safety training and demonstrated knowledge of EM 385-1-1.
  • Working knowledge of RMS/QCS and Government electronic reporting systems.
  • Strong ability to read, interpret, and enforce plans, specifications, and approved submittals.
  • Experience with Bluebeam and Procore or similar construction management platforms.
  • Proficiency in Microsoft Word and Excel.
  • Excellent written and verbal communication skills, including professional Government correspondence.
  • Strong organization, documentation, time-management, and problem-solving skills.
  • Must meet applicable Government security clearance requirements.
  • Must pass a pre-employment drug screening.
  • Valid driver’s license with an acceptable driving record and ability to meet company insurance requirements.
  • Ability to lift up to 50 lbs. and perform field inspections in active construction environments.
  • Dependable, ethical, professional, and able to work effectively with multiple trades and project stakeholders.


Preferred Qualifications

  • Experience serving as Primary CQC Manager on multiple USACE projects.
  • Familiarity with UFGS specifications.
  • Experience with Primavera P6, OPC, or other construction scheduling software.
  • LEED or sustainability experience on federal projects.
  • Experience coordinating commissioning and systems testing.
  • Experience with both Design-Bid-Build and Design-Build federal projects.
  • Ability to mentor and supervise junior QC staff and inspectors.
  • Experience supporting claims avoidance through thorough documentation and reporting.
