National Contracting Services is hiring a combined Quality Control Manager / Site Safety and Health Officer (QC/SSHO) for the rehabilitation of the historic Kawuneeche Visitor Center in Rocky Mountain National Park — an approximately 5,000 SF Mission 66 building eligible for the National Register of Historic Places. This National Park Service project rehabilitates three connected building nodes (Administrative Wing, Visitor Center, and Comfort Station) along with site and exterior improvements, under a single prime contract. Construction is anticipated to begin in November. This role is responsible for both the quality-control program and the site safety and health program on a federal job site with significant historic-preservation and environmental-compliance requirements.
Quality Control Responsibilities
- · Develop, implement, and manage the project Quality Control Plan using the three-phase control process (preparatory, initial, and follow-up) for each definable feature of work.
- Manage submittals, RFIs, and coordination of required testing and special inspections (including structural tests and special inspections).
- Verify that historic-treatment work — masonry cleaning and repair, historic wood and window repair, and interior finishes — conforms to the Secretary of the Interior’s Standards and the approved specifications and mock-ups.
- Maintain QC documentation, daily QC reports, inspection checklists, deficiency tracking, and accessibility (ABAAS) inspection reports.
- Coordinate commissioning, closeout, and O&M/demonstration-and-training requirements.
Safety (SSHO) Responsibilities
- · Develop and enforce the site-specific safety and health program in accordance with OSHA and EM 385-1-1 requirements.
- Prepare and review Activity Hazard Analyses (AHAs) for each phase of work and lead daily/weekly safety meetings and inspections.
- Manage hot-work permitting, fall protection, hazard communication, and abatement-related safety (the project includes asbestos, lead, and mercury-containing materials handling by qualified parties).
- Enforce park-specific requirements including limits of disturbance, nonsmoking rules, fire restrictions, wildlife/bear food-storage rules, and public/trail safety during construction.
- Maintain safety records, incident reporting, and corrective actions; serve as the safety point of contact with the NPS Contracting Officer.
Qualifications
- · 5+ years of construction quality-control and/or safety experience; combined QC/SSHO experience on federal projects (NPS, USACE, NAVFAC, GSA, VA, etc.) strongly preferred.
- OSHA 30-Hour certification required.
- Completion of a USACE Construction Quality Management (CQM) for Contractors course, or ability to obtain before start (commonly required on federal work).
- Familiarity with EM 385-1-1 and preparation of Activity Hazard Analyses.
- Current First Aid / CPR certification (or ability to obtain before start).
- Experience with historic rehabilitation and abatement-adjacent work is a plus; competent-person training (fall protection, excavation) desirable.
- Strong documentation, organizational, and communication skills; ability to hold trades accountable to both quality and safety standards.
- Valid driver’s license. Must be able to work on-site full-time at a remote, high-altitude mountain location and pass any required background screening for work on federal property.
Compensation & Details
- · $70,000–$90,000 per year, commensurate with experience.
