About the Role
The Quality Engineer will take the lead in establishing the Quality Assurance and Quality Control System (QA/QCS). In collaboration with the Structural Engineer, standardize compliance with sampling and testing procedures and ensure the authenticity of test results. Ensure the contractor's field laboratory equipment is properly set up and functioning, quality control of materials, and analyze test results. Arrange to use the same premises for independent testing. Undertake routine and random quality assurance testing of materials and construction quality. Guide the national consultants to perform their duties.
Qualifications and Experience
- Master’s degree in civil or water engineering
- At least 13 (thirteen) years of total professional experience specializing in the design, construction, and testing of material/construction quality of various components of the water system (water intake, pumping stations, sizeable concrete reservoir, and underground pipe network and asphalt reinstatement).
- Experience in verifying the quality of materials, adequacy, sampling procedures, tests, analysis of laboratory testing results, and feedback to the contractor.
- The expert has completed at least 5 (five) similar (relevant) urban water/road project assignments in a similar position.
- The expert has at least six (6) years of experience in the Asia-Pacific Region.
- Work experience in Timor Leste and knowledge of administrative systems and government organizations is an advantage.
