About the Role
The Electronic Government Authority (EGA) is the central body responsible for driving Ras Al Khaimah's Emirate-wide digital transformation, providing unified technology services, governance, and innovation across all RAK government departments.
We are hiring a Manager of Quality Engineering to lead the QE function across EGA's technology portfolio, with a primary focus on RAK Digital, the Emirate's government-wide digital services platform built on SAP Business Technology Platform (BTP) and delivered through a combination of internal engineering teams and outsourced development partners.
This is a player-coach role. You will set the QE strategy, own governance and quality frameworks, and remain hands-on in the most complex and technically challenging quality engineering work across the portfolio. You will lead a team of approximately 12 engineers, define test planning and coverage standards, introduce automated testing into the CI/CD pipeline, govern test environments and test data, and act as the final quality authority for all production releases with the mandate to block promotion where defined quality, security, or reliability standards are not met.
The role reports to the Head of Solution Development and Quality Assurance and works in close collaboration with delivery teams, Products and Design, Information Security, and outsourced development partners.
What You Will Do
- Establish the Quality Engineering operating model, including team structure, processes, tooling, coverage frameworks, and governance, and define a maturity roadmap that progressively moves the function to an automation-first, metrics-driven discipline.
- Own test planning across all EGA solutions and delivery programs, ensuring every initiative has a defined test plan with scope, coverage targets, entry and exit criteria, and resource allocation before testing commences.
- Define and enforce testing governance frameworks, quality gates, and release criteria across all environments (DEV, TEST, UAT, PRE-PROD, and PROD), ensuring promotion between environments is controlled, evidence-based, and auditable.
- Lead the design and implementation of EGA's test automation strategy, selecting appropriate frameworks compatible with the SAP BTP technology stack and CI/CD pipeline.
- Establish a formal test case management practice, covering definition, review, maintenance, and versioning of test cases across all solutions.
- Define and enforce the defect lifecycle management process, including triage, prioritization, assignment, resolution, and SLAs at each stage.
- Own test environment strategy, stability, and integrity, and govern test data management including anonymization and masking where required.
- Coordinate security testing with the Information Security department and ensure resilience and availability scenarios are systematically tested for business-critical systems.
- Establish SAP BTP-specific QE practices covering integration testing, API testing, and end-to-end scenario testing across the RAK Digital platform.
- Act as the final release authority, providing evidence-based go/no-go recommendations to leadership and maintaining auditable test artifacts for all production releases.
- Lead, manage, and develop a team of approximately 12 quality engineers, building capability, setting standards, and fostering a culture of shared accountability for quality.
What You Will Bring
- 8 to 12 years of experience in software quality engineering, with progressive growth in scope and at least 3 years managing a QE or QA team.
- Demonstrated experience building or significantly transforming a QE function, including test planning, coverage frameworks, and defect governance from a low-maturity baseline.
- Proven hands-on experience designing and implementing test automation frameworks in a CI/CD environment.
- Deep knowledge across functional, regression, integration, performance, load, and security testing types.
- ISTQB Advanced Level certification or equivalent is strongly preferred.
- Experience with SAP BTP or SAP platform testing is a strong advantage.
- Strong working knowledge of JIRA and test management tooling; proficiency in test automation frameworks such as Selenium, Cypress, Playwright, or equivalent.
- Experience working in a government, public sector, or regulated environment where formal governance, traceability, and assurance are required is an advantage.
- English fluency is essential.
