Description: Wildfire Debris Quality Control Management

Location: Los Angeles, CA

Praetorian Fire Rescue (PFR) is seeking multiple candidates for Quality Control Manager positions working on-site in Los Angeles, CA in response to the unprecedented January fires. Qualified local candidates and candidates with significant fires debris removal, disaster recovery, environmental or construction project experience are encouraged to apply. This position requires working extended days (including Saturday and Sunday) and extended hours, as needed by the project. Twelve-hour days are normal with six- and seven-day weeks also normal. Must be able to work in a variety of weather conditions. Project start date is immediate and the position is expected to last more than a year. People accepted for these positions will be expected to be professionals with experience managing others, a bit of tech savviness to sort issues on various brands of pads and inputting data into various databases and digital forms. Timeliness, ability to navigate maps, forms, and multi-tasking is a must. Being empathetic to the situation they are responding to too is also critical. Some tasks may include, but are not limited to:

Taking appropriate action to ensure that work is performed in accordance with contract specifications, pertinent building codes & practices as well as national and local standards.
Ensure the implementation of contract documents and plans, actively promoting and supervising the quality control program at project sites.
Ensure the implementation of PFR and client Quality Management System requirements.
Ensure the appropriate and required testing program is implemented; evaluate, review, monitor and document results.
Inspect and document the receipt of all materials to ensure compliance with contract documents.
Facilitate the submittal process, including materials, designs, and plans.
Ensure that submittals meet the contract and project requirements and submitted to the client as required and in a timely matter.
Author quality related documentation (plans, reports, logs, records), completing required information for daily reports and client communications in a timely and accurate manner.
Ensure that all documentation is organized and uploaded to the project Teams site.
Ensure implementation of the Three-Phase Control Process in accordance with Company standards and contract requirements
Collaborate with Project Managers to ensure that the Three-Phase Process is integrated into project schedules.
Provide oversight to subcontractors, clients, and project team members to ensure that construction activities are completed according to design.
Report Lessons Learned, Quality and Safety incidents on the Company Incident Database
Ensure implementation and documentation of corrective actions.
Verify implementation and close-out corrective actions as requested
Initiate stop work or re-work in coordination with the project team in circumstances where nonconformance to prescribed work methodologies occurs.
Mentor junior personnel and help them progress as professionals. Help identify people that are potential leaders and assist in their career development.
In addition to the accountabilities above, other responsibilities, tasks, and deliverables may be assigned to this position.
Be flexible. You may be tasked with mundane errands when time allows to help out the team – just as they will when you need help.
Five years of work experience in a position directly related to quality control, preferably in environmental remediation, disaster recovery (fires, hurricanes, etc.) and/or construction projects for the US Government, or on USACE projects specifically.
Environmental regulatory compliance including permit acquisition and monitoring.
Demonstrated success in teaching others quality concepts and requirements.
Successful leadership of subcontractors and project teams in support of quality endeavors
The ability to communicate in written and oral formats with diplomacy and tact.
An aptitude for exercising independent thinking and reasoning.
Competent in using Microsoft Office products, email systems, and Windows as well as experience with mobile apps that relate to field reporting.
Must possess a current Construction Quality Management (CQM) for Contractor’s certificate or the ability to obtain one within 60 days if the right experience is held.
: A bachelor’s degree in engineering, Construction Management, Environmental Sciences, or related field is required. An equivalent combination of education and experience may be substituted for this requirement. (see above)
Past Wildfire debris task force responses offer the EXACT experience we are looking for. Campfire, Dixie, Carr, Et.al.
Prior work experience on a fire debris removal project or similar disaster debris removal project
Implementing civil engineering concepts to verify quality control for project site development, including survey control, site grading and geotechnical testing.
Ability to use USACE Resident Management System (RMS)
OSHA 30 Hour Construction Certification
HAZWOPER 40 Hour Certification and 8 Hour Refresher Certification

PFR Anticipates $45.00-55.00 an hour, Per Diem, Accommodations, Airfare, Rental Vehicle, and up to 84 hour weeks. Exceptional candidates can earn more.
