Position Summary:
The Quality Assurance (QA) Manager/Compliance Officer manages and oversees the Quality Department toward its primary compliance, risk management, and quality objectives. The QA Manager provides oversight in the following areas: HRSA compliance, FTCA, HIPAA, OSHA, and Emergency Preparedness. Additionally, the QA Manager will provide guidance and updates regarding compliance and improvement for the following: Advocacy and Policies for FQHCs, Uniform Data System (UDS), Patient Centered Medical Home (PCMH) certification requirements, quality assurance and improvement initiatives, data management, and the 340B program. The Quality Director and the QA Manager work collaboratively to ensure the Quality Department operations are ongoing and the QA Manager will assist in assignments to maintain the exceptional performance of the department. The QA Manager will also help direct and lead as the on-site personnel for any On-Site Visits and/or in-person audits, as needed, on behalf of the Quality Department. The QA Manager will assure all quality and risk areas meet compliance.
Essential Job Functions:
The QA Manager acts as a member of the KCHC healthcare team in the provision of health services to individuals, families, and/or their communities. Works collaboratively with other members of the KCHC healthcare team to accomplish shared goals within and across settings to achieve coordinated, high-quality care. Provides ongoing guidance, support, and education to other members of the KCHC healthcare team as it pertains to ensuring effective, quality primary care for KCHC patients and their families.
HRSA Compliance
FTCA
Manage the FTCA program requirements on an ongoing basis, including ensuring the implementation of relevant operating policy and procedures and completion of assessments, monitoring QI/QA outcomes, and updating QI/QA operating procedures.
Act as lead in malpractice claims management, if applicable.
Acts as lead for any FTCA audit/ walkthrough responsibilities.
Compliance Officer
Manage the KCHC clinic wide Compliance Plan – including presenting to the Board of Directors for approval every three years.
Periodically review HRSA manuals, government, and other funding requirements to ensure all changes are incorporated into appropriate policies, procedures and/or plans.
Will supervise KCHC in maintaining the high OSHA standards through audits, walkthroughs, policies, and trainings.
Develop and coordinate a KCHC orientation and staff risk management training program, in collaboration with the Human Resources Manager and in coordination with the leadership team, that meets compliance requirements.
Work directly with Quality Director during HRSA On-Site Visit’s serving as the on-site contact.
Quality
Monitor the established clinical quality measures (CQMs), quality, and productivity reports.
Annually update and establish new goals in collaboration with the Directors.
Review the supporting programs that focus on improved outcomes of patient care, patient safety, healthcare delivery systems, EHR, patient billing, quality improvement, patient population, compliance, and grant reporting.
Maintains knowledge of the 340B program and any upcoming legislation and/or other changes to 340B compliance requirements and reports to quality director.
Responsible for the Patient Satisfaction Survey program, including developing surveys, data tracking, and reporting.
Assist in the Provider Peer Review processes including chart selection and data tracking.
Risk Management
Work with the Risk Analyst to identify high risk areas through risk assessments and other means and then develop and maintain Risk Management Plans to mediate the risks. Report such areas of concern to the Quality Director.
Identify methods to reduce KCHC’s vulnerability to fraud and abuse, such as conducting periodic audits, developing effective lines of communication on compliance issues, and drafting policies and procedures.
Oversee HIPAA compliance in coordination with Quality Director.
Review all incident and employee injury reports to identify areas of improvement and workflow changes.
Report breaches to OIG in a timely manner as required by law.
Present all activities performed in the annual Risk Management report to the board of directors.
Oversee aspects of cybersecurity such as, risk assessments, policy and procedure adherence, continuous monitoring of security controls, data privacy practices, vulnerability management, and ensuring the organization is meeting relevant regulatory requirements.
Emergency Management
Updates and maintains the KCHC Emergency Management plan as required by the CMS Emergency Preparedness Rule.
Facilitates and conducts emergency drills to ensure staff are prepared for emergency situations
Updates business continuity plan with assistance from Leadership team – as well as reviews downtime drills to identify areas of improvement
Serves as the KCHC community liaison for in the event that leadership is unavailable.
Management Role
Supervises, oversees, and supports the Data Analyst and Risk Analyst.
Participates in manager meetings, strategic planning, trainings, and the KCHC Needs Assessment.
Participate and present to the Board QI Committee and provide compliance, risk, and quality related materials for review quarterly.
Represents KCHC in community with a positive demeanor.
Performs other related duties, as assigned, that support the overall mission and vision of Kodiak Community Health Center.
