WHAT YOU’LL DO

The Pesticide Training & Quality Assurance Specialist will perform highly advanced consultative services and technical assistance work for the Field Operations division of the Texas Department of Agriculture. Your work involves planning, developing, and implementing pesticide programs and providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the general public. You will monitor and ensure consistency across all inspections and ensure that inspectors are receiving adequate support to ensure inspections are being conducted according to all TDA policies and procedures. You will work under minimal supervision with considerable latitude for the use of initiative and independent judgment.

PRIMARY RESPONSIBILITIES

Assist the Administrator for Field Operations and Regional management in evaluating and developing regional program policies, procedures, standards, and manuals; plan regional program activities in accordance with agency objectives and goals; and develop and implement effective techniques for evaluating programs.

Coordinate the collection, organization, analysis and preparation of materials in response to requests for inspection information and reports.

Provide high-level advice and counsel to the Administrator of Field Operations and Regional Directors by interpreting policies, procedures, rules, regulations, and standards related to the program.

Work with Regional Training specialists in identifying the need for new inspection processes, and providing guidance to staff in the development and integration of new methods of new inspection methods and procedures. Assists with the implementation of inspection procedures and the ongoing management of complex program initiatives.

Working with ACP, Communications and Enforcement staff to update/ develop training material, inspection manuals, creating training videos and presentations.

Plan, implement and conduct training quality assurance Statewide to all staff as needed to ensure Regional training is conducted according to all Department policies and procedures.

Staying abreast of State and National policies and regulations and ensuring that Division policies and procedures are updated to those standards.

Work with Administrative Services Safety Coordinator to ensure inspectors and Regional staff are provided adequate safety training and equipment for job duties.

Coordinates and implements risk and compliance activities for Regional Operations as it relates to inspections.

Follow all TDA policies and procedures.

Perform other duties as assigned.

Qualifications

QUALIFICATIONS/REQUIREMENTS FOR THE POSITION

Bachelor’s degree (One year of work experience related to the essential duties may substitute for one year of college).

Five (5) years of experience as a pesticide/regulatory inspector.

Work experience in consumer protection program, inspection procedures and enforcement of laws and regulations, to include performing TDA inspections and investigations.

Experience in training, teaching, or presenting information in a group setting.

Must reside within 150 miles of a TDA Office: Austin, Lubbock, Dallas, Houston, San Antonio, San Juan, El Paso, Fort Worth, Waco, or Giddings.

Valid Texas driver’s license and an acceptable driving record.

KNOWLEDGE, SKILLS & ABILITIES

Knowledge of local, state, and federal laws related to the program area; public administration and management techniques; statistical analysis processes; budget processes; research techniques; training and marketing techniques; and program management processes and techniques.

Skill in identifying measures or indicators of program performance; providing customer service excellence to both internal and external customers; and skill in the use of a computer and applicable software.

Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to market programs; to prepare reports; to develop, evaluate, and interpret policies and procedures; to communicate effectively; and to exercise sound judgment and discretion.

PHYSICAL REQUIREMENTS & WORKING CONDITIONS

Normal office work environment. May involve working outdoors and exposure to extremes in temperatures; extensive moving and remaining stationary; walking; standing; pulling and pushing; kneeling, stooping and bending; safely lifting and/or carrying items weighing up to 50 pounds; operating heavy equipment/machinery; safely handling hazardous and/or flammable materials; safely climbing up to 150 ft. heights and exposure to grain dust when inspecting grain warehouses; and exposure to dust. Involves safely operating a state vehicle and driving for long distances; working extended hours and some evenings and weekends, as needed; and daily and overnight travel (up to 60%).
