The Opportunity

The Quality Manager will support the delivery of a major data centre development in Kouvola, Finland, acting on behalf of the client to oversee the implementation of project quality requirements across all construction activities.

Working closely with the Quality Lead, General Contractors, Equipment Vendors, and the wider PMC team, you will be responsible for monitoring quality performance, managing inspections and testing activities, supporting quality reporting, and ensuring compliance with approved quality procedures and project standards.

This role will play a key part in driving quality assurance and quality control activities throughout construction, commissioning, and handover while supporting the successful delivery of a high-quality mission critical facility.

Responsibilities

  1. Scope & Delivery Management
  • Support implementation of the Project Quality Plan (PQP) and Quality Management System (QMS) established by the Quality Lead.
  • Monitor contractor quality performance across construction, testing, commissioning, and handover activities.
  • Review and track Inspection & Test Plans (ITPs), inspection records, benchmarking activities, and quality documentation.
  • Ensure inspections, hold points, witness points, and quality checkpoints are completed in accordance with project requirements.
  • Support handover readiness through validation of quality documentation, as-builts, O&M manuals, and turnover records.

2. Stakeholder Coordination

  • Coordinate with contractors, subcontractors, consultants, commissioning teams, and client stakeholders on quality-related matters.
  • Participate in quality inspections, audits, benchmarking activities, and site reviews.
  • Support the resolution of quality issues, NCRs, observations, and corrective action plans.
  • Attend quality coordination meetings and provide updates on quality performance, trends, and key project risks.
  • Promote quality awareness and compliance across all project teams and stakeholders.

3. Risk & Compliance Management

  • Monitor contractor compliance with project quality procedures, specifications, standards, and contractual requirements.
  • Track NCRs, observations, defects, and corrective actions through to closure.
  • Support quality audits and compliance reviews across all project workstreams.
  • Identify quality risks and escalate concerns to the Quality Lead where required.
  • Ensure quality records are maintained in accordance with project governance and client requirements.

4. Reporting & Documentation

  • Maintain quality registers, inspection trackers, NCR logs, punch lists, and quality reporting dashboards.
  • Prepare weekly and monthly quality reports for project stakeholders and PMC leadership.
  • Review and manage quality documentation within the Common Data Environment (CDE).
  • Track quality KPIs and support reporting on project quality performance and trends.
  • Ensure accurate record keeping, document control, and audit trails for all quality-related activities.

5. Collaboration & Integration

  • Work collaboratively with Construction, Commissioning, Design, CSA, Mechanical, Electrical, and Project Controls teams.
  • Support integration of quality processes across all project delivery activities.
  • Assist the Quality Lead in implementing continuous improvement initiatives and lessons learned programmes.
  • Promote a proactive and solutions-focused quality culture across the project.
  • Support successful project delivery through effective quality assurance and quality control management.

In Country Requirements

  • On-Site Requirement: Candidates are required to be on-site full-time; however, they are not expected to reside in the country full-time.
  • Rotation Cycle: If required, the candidate can work on a 10-4 rotation cycle over a two-week period. Alternatively, a 5-2 workweek rotation may be considered if the candidate can be on-site by 12:00 on Monday and remain until 15:00 on Friday.
  • Travel Allowance: A monthly flight allowance is provided.
  • Accommodation: Suitable accommodation located within 45 minutes of the site will be arranged and covered by the company.
  • Transportation: Employees with a valid driving licence will be eligible for the use of an in-country leased vehicle.
  • Living Costs: The company will cover other associated in-country living expenses to ensure a smooth and focused project experience.

Qualifications

  • Degree qualification in Engineering, Construction Management, Quality Management, or a related discipline.
  • Strong understanding of QA/QC processes, inspections, ITPs, quality documentation, and audit procedures.
  • Knowledge of construction quality management systems and project delivery processes.
  • Excellent communication, organisational, and stakeholder management skills.
  • Familiarity with digital quality systems and document management platforms such as Aconex, Autodesk Construction Cloud, BIM 360, or equivalent.

What Experience We Are Looking For

  • 5+ years of experience in Quality Management, QA/QC, or construction quality roles.
  • Experience working on Commercial, Industrial, Pharmaceutical, Infrastructure, or Data Centre projects.
  • Experience managing inspections, ITPs, audits, NCRs, benchmarking activities, and corrective actions.
  • Familiarity with ISO 9001 Quality Management Systems and quality governance processes.
  • Experience working with contractors, consultants, commissioning teams, and project delivery stakeholders.
  • Strong reporting, organisation, and problem-solving skills.
  • Experience using digital quality management systems, reporting dashboards, and document control platforms is advantageous.
