GENERAL STATEMENT OF DUTIES: Within the Department of Behavioral Healthcare, Developmental Disabilities and Hospitals (BHDDH), to perform investigative duties and crisis intervention services for adult victims with severe impairments of abuse, neglect and/or exploitation in accordance with Rhode Island General Laws; to adhere to the rights of participants with Developmental Disabilities and to assure the quality of services provided by agencies or individuals who are developmentally disabled; to provide for the protection and promotion of the legal and civil rights of participants with a developmental disability; to examine all facilities, public and private, licensed by BHDDH or authorized by law to receive, admit, and care for the developmentally disabled; to inquire into provider’s methods of government and management of all persons therein; to examine the conditions of all buildings, grounds, and other property connected with the facility and into all matters relating to its management; and to do related work as required.

SUPERVISION RECEIVED: Works under the general supervision of a supervisor with wide latitude for the exercise of initiative and independent action; work is reviewed and evaluated for conformance with the application of effective principles and practices, departmental policies, state/federal laws and regulations.

SUPERVISION EXERCISED: May be required to lead junior staff for a limited period of time, as needed, and provide instruction and direction to staff, providers, and those who have the statutory permission to review the investigative case.

Illustrative Examples of Work Performed

Within the Department of Behavioral Healthcare, Developmental Disabilities and Hospitals (BHDDH), to perform investigative duties and crisis intervention services for adult victims with severe impairments of abuse, neglect and/or exploitation in accordance with Rhode Island General Laws ; to adhere to the rights of participants with Developmental Disabilities and to assure the quality of services provided by agencies or individuals who are developmentally disabled, to provide for the protection and promotion of the legal and civil rights of participants with a developmental disability; to examine all facilities, public and private, licensed by BHDDH or authorized by law to receive, admit, and care for the developmentally disabled; to inquire into provider’s methods of government and management of all persons therein; to examine the conditions of all buildings, grounds, and other property connected with the facility and into all matters relating to its management; and to do related work as required.
To appear and present material or testimony at hearings secondary to licensed providers appealing a Quality Assurance (QA) finding, or a disciplinary hearing.
To provide investigative services in a manner that is culturally sensitive, diverse, and supportive to the population that is being served.
To secure relevant information accurately adhering to all standards of Health Insurance Portability and Accountability Act of 1996 (HIPAA) pertaining to Personal Health Information (PHI).
To make recommendations to reported incidents of abuse, neglect, mistreatment, and financial exploitation.
To refer individuals needing assistance to access benefits and services and make recommendations for additional social supports as needed.
To make creative use of available resources and enlist the cooperation and understanding of other social agencies for the meeting of unusual, unique and/or special needs or individual care.
To re-evaluate the level of safety, the needs of and services being provided to consumers to ensure health and safety.
To maintain case records and documentation according to department standards and policies utilizing the electronic systems in place.
To do related work as required.

Required Qualifications for Appointment

KNOWLEDGES, SKILLS AND CAPACITIES: A thorough knowledge of investigative principles, practices, and techniques and the ability to apply these effectively; a thorough knowledge of individual physical, emotional, and behavior patterns; a knowledge of the social, cultural, ethnic, and economic factors that contribute to personal maladjustment, dependency, and the forces that affect interpersonal and interfamilial relationships and impaired relationships; a thorough knowledge of the wide variety of the diverse population (i.e. cultural, ethnic, socio-economic, and alternative lifestyles) serviced by state agencies and departments and the ability to apply this knowledge effectively; a working knowledge of the provisions of federal and state laws relating to the performance of investigative duties and responsibilities; a working knowledge of resources in the community offering specialized services to adults with Developmental Disabilities, Substance Use and/or Mental Health Disorders; a working knowledge of voluntary services in the community; the ability to establish and maintain effective relationships with individuals and groups within and outside the agency; basic computer skills including keyboarding, use of a mouse device, and word processing software; and related capacities and abilities.
EDUCATION AND EXPERIENCE:
Education: Such as may have been gained through possession of a bachelor’s degree from an accredited institution of higher education in sociology, psychology, social work, human services, or a related field; and
Experience: Such as may have been gained through two years’ experience in the field of adult and family disability services or employment in a responsible technical capacity in human services programs
Or, any combination of education and experience that shall be substantially equivalent to the above education and experience.
SPECIAL REQUIREMENTS:
Must hold and maintain a valid driver’s license as a condition of employment.
