PRIMARY FUNCTION/RESPONSIBILTY

The Quality Assurance & Contract Supervisor is responsible for ensuring compliance with all processes, regulations, and minimum standards as outlined in the Provider contract. The Quality Assurance & Contract Supervisor will collaborate with the network of providers under contract with Belong to review, monitor, and report performance on all aspects of substitute care. The Quality Assurance & Contract Supervisor will identify, assess, and make recommendations that will manage and mitigate SJRC Belong Network Providers risk using Belong Joint Monitoring Process, Providers Manual, accrediting and standard setting bodies such as Council on Accreditation and state licensing and contracts. The Quality Assurance & Contract Supervisor will support SJRC Belong Network Providers in Quality Improvement Plans and Best Practice activities.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Collaborates with the Vice President of Quality Assurance & Contracts and Network Providers to develop qualitative indicators, outcomes and outputs that can be used by the Department to objectively measure the Provider’s performance and leverage those measures to improve services and identify potential risks.
Provides administrative expertise as required.
Responsible for monitoring schedule oversite to ensure compliance to monitoring procedures.
Responsible for Provider Access to DFPS maintained applications.
Reviews the results of quality assurance reviews and other outputs such as critical incident reports and grievances and appeals, to recommend and initiate system/process improvements. Drafts and delivers reports and presentations identifying, and explaining potential risks, and recommending solutions for Performance Quality Improvement.
Maintains knowledge of existing and developing laws and regulations related to the organization’s industry; assesses and explains how new requirements may affect the organization in terms of risk exposure.
Research best practices for residential childcare services.
Measures performance outcomes established at the federal and state level in relation to Belong and its provider network.
Reviews and analyzes cases, notes, deficiencies, and extracts data to be verified; collects performance data; identifies adverse trends; and determines compliance with service delivery standards, program requirements and policies/procedures.
Maintains strong business relationships with provider network staff to facilitate collaboration and cooperation.
Performs other duties as assigned.

Attends continuing education as necessary to expand knowledge and maintain certifications or licenses.
Uses outside professional collaboration and intra-agency teamwork appropriate to the agency.
Skilled in organizing work in an environment with multiple challenges and priorities with minimal supervision.
Avoid all conflicts of interest, real or perceived.
QUALIFICATIONS
Required:
Bachelor’s Degree from an accredited college or university. Experience and education years may be combines to meet education requirement.
10+ years in Child Welfare, Data Analysis, Quality Assurance & Contracts.
10+ years’ experience MS.
Preferred:
Bachelor’s or Master’s Degree from an accredited college or university in Social Services or other related field.

Certifications/Licenses/Registrations:
Valid Texas Driver’s License, good driving record, ability to provide own transportation and proof of current automobile insurance.
PHYSICAL/MENTAL REQUIREMENTS AND INFORMATION
Body mobility to stoop, kneel, bend, reach, and walk (roll) short distances in order to operate equipment.
Must be able to lift up to 15 pounds with assistance.
Communicate both verbally and in writing.
Give and receive verbal and written instructions (with or without hearing aids).
Have fine vision, have sustained vision, and peripheral vision (with or without glasses).
Position is assigned to the Quality Management Department.
Minimum of 40 hours per week but may necessitate additional time in order to complete assigned work.
Settings with varying moderate to high degrees of background noise.
Light and ventilation found in typical setting.
Campuses are smoke-free, except on permitted campuses in designated areas.
Possible injury when lifting or moving if employee fails to use proper body mechanics, or if proper techniques are not used.
