MES provides housing case management services to underserved individuals and families by offering wrap-around services leading to housing stability and self-sufficiency. Our programs are designed to help residents with chronic homelessness transition into stable and permanent housing.
Position Summary:
The Quality Assurance Specialist, with guidance from the Director of Case Management Services and the Program Managers, is responsible for the initiation of the individual and family case management services program. The Quality Assurance Specialist role will focus on managing data and reports that contribute to the overall success of the PSH Program. The Quality Assurance Specialist will oversee programmatic data tracking, file audits, compliance monitoring, and dashboard reporting systems. The position requires a strong understanding of QA principles in human services, with an emphasis on Medicaid compliance, performance measurement, and data-driven decision-making.
Major Duties and Responsibilities:
Attend monthly meetings with the Leadership Team
Attend monthly All Staff Meetings and team meetings
Actively participate in MES training
Collaborate in cross-functional QA reviews and training sessions in coordination with MES program staff.
Lead client file compliance efforts and the creation of new client files upon assignment
Lead the Medicaid recertification process and track all Medicaid recertifications internally to ensure compliance with Medicaid billing
Maintain Prior Authorization data and assist in the completion of annual DHS Intake calls to clients.
Create and maintain a Medicaid tracker spreadsheet for Medicaid recertifications
Maintain access to DC Medicaid portal to track compliance
Develop and maintain QA data dashboards using platforms such as Microsoft Power BI, Tableau, or similar tools to visualize trends, key performance indicators (KPIs), staff training compliance, client exits, and retention rates
Conduct root-cause analysis and develop recommendations to resolve systemic quality issues.
Stay up to date with Medicaid billing policies, local licensing regulations, and national best practices in housing and behavioral health QA.
Track all staff training to ensure HCA compliance with MES Training Plan (submitted annually to DHS)
Create and maintain the COOP (Continuity of Operations Plan) per the DHS HCA Contract annually
Conduct ongoing audits of client files – both electronic and paper files – (Quarterly per client) to ensure compliance
Create and complete QA Checklists and reports monthly for case managers, program managers, and directors
Create and manage a data dashboard to track internal staff and client data, including but not limited to client exits, client transfers, staff retention, Medicaid compliance, etc.
Participate in monthly supervision with the Director of Case management Services and the Director of Program Operations
Effectively communicate with Leadership Team ensure continuity of services
Perform other duties as assigned
Minimum Requirements and Education:
Bachelor’s degree required in social work, public health, psychology, data analytics, quality assurance, or a related field. Master’s degree preferred.
Minimum of 2 years of experience in quality assurance, program evaluation, or compliance auditing in a human services or healthcare setting.
Experience working with Medicaid, housing services, or behavioral health programs strongly preferred.
Strong knowledge of QA methodologies, data validation practices, and performance measurement frameworks.
Proficiency in Microsoft Excel (pivot tables, VLOOKUPs, formulas) and Microsoft Office Suite; experience with data analysis tools such as SPSS, Power BI, Tableau, or Google Data Studio.
Familiarity with client record management systems (e.g., ETO, HMIS, or Foothold/AWARDS).
Preferred certifications: Certified Professional in Healthcare Quality (CPHQ), Six Sigma (Green Belt or higher), Lean Certification, or ISO 9001 experience.
Additional Qualifications:
Strong written and verbal communication skills, including technical writing of QA reports and procedures.
Must be organized, detail-oriented, and able to work independently with minimal supervision.
Valid driver’s license and reliable transportation.
Bilingual English/Spanish preferred.
Required background clearances: Police and Child Registry.
Working Conditions:
This is a full-time position, Monday through Friday, 9:00 a.m. to 5:00 p.m. Occasional evening and weekend work may be required as job responsibilities demand.
Physical Requirements:
While performing the duties of this job, the employee will frequently sit, stand, walk, drive, and reach—prolonged periods of driving, walking, and possible meetings.
