The Mojave Desert Air Quality Management District is recruiting for our Air Quality Engineer series to perform assigned District, State and Federal air quality regulatory programs and comprehensive engineering reviews of proposed and existing emission sources to ensure compliance with local, State and Federal air quality requirements. This Air Quality Engineer position will process permit applications, prepare engineering evaluations, write permits and technical reports, review/witness air quality source tests, review and calculate air quality emission inventories, conduct inspections, and other air quality work as required. Incumbents are characterized by the responsibility for performing air quality engineering assignments requiring the use of judgment and initiative to develop solutions to problems and the interpretation and application of general policies and rules.
The Air Quality Engineer I performs specialized air quality permit engineering work under general supervision, and is capable of independent work with good initiative and good time management skills. Air Quality Engineer I performs the less complex engineering assignments while acquiring the necessary air quality engineering skills and knowledge to qualify for promotion to the Air Quality Engineer II level.
The Air Quality Engineer II performs specialized air quality permit engineering work under limited supervision, and is characterized as an independent worker with strong initiative and excellent time management. Air Quality Engineer II is distinguished from Air Quality Engineer III in that the latter is responsible for performing more difficult work, with greater independence of action, and less supervision.
The Air Quality Engineer III performs specialized air quality permit engineering work under minimal supervision, and is characterized as a sound, independent worker with very strong initiative and superb time management. Air Quality Engineer III also functions as a technical mentor within the Permit Engineering section. Air Quality Engineer III is distinguished from Air Quality Engineer II in that the incumbent is responsible for performing the most difficult work, with greater independence of action, and little to no supervision.
The District, headquartered in Victorville, provides air quality compliance, engineering, and monitoring for the Mojave Desert Air Basin.
Education and Experience
The Air Quality Engineer positions require the possession of: a bachelor’s degree in chemical, mechanical, environmental, metallurgical, petroleum, or other related engineering field; and/or, a bachelor’s degree in environmental science, biology, chemistry, geology, health, mathematics, meteorology, physics, or planning (or directly related physical or environmental science field or discipline); and/or, any combination of professional regulatory certifications, or closely related fields that could likely provide the desired knowledge and abilities (educational equivalency justification may be required) such as, increasingly responsible experience with relevant regulatory interpretation, enforcement, air pollution control and related fields. Possession of an engineering degree is preferred.
Experience/Promotional Requirements:
The Air Quality Engineer I position may be filled by internal promotion or outside candidate. Internal promotion candidates will require a minimum of five years of experience as an Air Quality Specialist, Air Quality Planner or Air Quality Instrument Technician (or equivalent experience in air quality management or related fields). Additional related coursework, equivalent field experience or training may substitute for the required experience. Accepting comparable experience is subject to APCO approval.
The Air Quality Engineer II position requires a minimum of five years of experience as an Air Quality Engineer I (or equivalent experience in air quality management or related fields). Accepting comparable experience is subject to APCO approval.
The Air Quality Engineer III position requires a minimum of ten years of experience as an Air Quality Engineer (or equivalent experience in air quality management or related fields), and the possession of a Qualified Environmental Professional (Q.E.P.), Professional Engineer (P.E.), and/or Certified Permitting Professional (C.P.P.) accreditation. Accepting comparable experience is subject to APCO approval.
Examples of Duties for this position
Must be able to perform all of the essential job functions satisfactorily.
Evaluate permit applications for compliance with local, State and Federal regulatory requirements, prepare related documentation, and recommend approval or denial of same.
Performs complex engineering calculations and analyses of the design and operation of various industrial processes and air pollution control equipment to quantify and assess air emissions impacts.
Performs observation and inspection of any equipment or facility to determine if regulatory requirements and permit conditions are met; assisting source operators in complying with regulatory requirements; preparation of related reports and documentation.
Audits source emissions testing for compliance with rules and regulations; reviews, evaluates and approves emission test protocols and reports; validates test methods, protocols, and reporting requirements; and evaluates and approves continuous emission monitoring systems (CEMS).
Develops, maintains and operates data management systems containing permit engineering-related materials.
Monitors local, State and Federal regulatory actions relating to air quality permit engineering. Participates in the design and implementation of major engineering projects and studies; coordinates with representatives of industry and other agencies; reviews findings and makes recommendations to supervisor.
Assists in preparing administrative or technical testimony for presentation before industry, District Hearing Board, District Governing Board, and/or representatives of governmental and environmental organizations; makes presentations to said groups as directed.
The Examination
Applications will be competitively evaluated. Selected candidates may be invited to an oral examination and interview, and may be invited to additional structured written and practical tests.

Eligibility Lists
A list of qualified candidates will be established in descending order of score or rank resulting from the evaluation or examination process. Candidates’ names may remain on an eligibility list for six months unless otherwise indicated. Eligibility lists may be extended under special circumstances.
Medical Examination
Conditional offers of employment are made with the understanding that candidates may be required to pass a medical examination. Failure to meet medical standards may result in termination or withdrawal of appointment if employed prior to completion of the District’s medical examination.
Immigration Law
At the time of hire, District employees must meet the documentation requirements of the Immigration Reform and Control Act of 1986.
Probationary Period
All regular District employees must satisfactorily complete a probationary period of six months. Upon promotion, employees must complete a new probationary period.

The purpose of this questionnaire is to help us gauge your interpretation and comprehension skills, as well as, how you present written work. Background: The Environmental Protection Agency (EPA) issues federal rules called New Source Performance Standards (NSPS) that implement sections of the Clean Air Act (CAA), and are issued for sources of industry which EPA has listed because they cause, or contribute significantly to, air pollution which may reasonably be anticipated to endanger public health or welfare.
The MDAQMD implements these federal rules set by EPA via District permits. There are currently over 70 different source categories with NSPS regulations implemented by the MDAQMD.
One of these is called the Nonmetallic Mineral Processing New Source Performance Standards (40 CFR 60, Subpart OOO), which applies to new, modified, and reconstructed affected facilities at plants that process any of the following 18 nonmetallic minerals:
crushed and broken stone,
sand and gravel,
clay,
rock salt,
gypsum,
sodium compounds,
pumice,
gilsonite,
talc and pyrophyllite,
boron,
barite,
fluorospar,
feldspar,
diatomite,
perlite,
vermiculite,
mica, and
kyanite.
The affected facilities are each crusher, grinding mill, screening operation, bucket elevator, belt conveyor, bagging operation, storage bin, and enclosed truck or railcar loading station. The pollutant regulated by this NSPS is particulate matter. These facilities provide materials for a wide variety of industries, including the chemical and construction industries.
This NSPS rule is included with this questionnaire. Please use it to answer the following questions under each scenario:
Scenario 1: The source is a fixed sand and gravel plant capable of processing 100 tons per hour of product that was reconstructed on October 10, 1991.
Question 1: What particulate matter standards apply to this source per this NSPS? And when must this source achieve those standards?
Scenario 2: The source is a portable, pumice plant capable of processing 10 tons per hour of product that was modified on June 19, 2001.
Question 2: What reporting and recordkeeping requirements are required by this NSPS?
Scenario 3: The source is a fixed, gypsum plant capable of processing 20 tons per hour of product that was constructed on December 5, 2020 that uses the following emissions controls: 1) wet suppression on all transfer points; and; 2) a baghouse with a bag leak detection system on the screener to control emissions.
