The purpose of this position is to oversee and manage the quality functions at a TTX RSO facility. This includes supervision of the entire Freight Car Repair process, from receipt of inbound cars to final inspections. The role requires ensuring that inspections of incoming cars, in-process repairs, and finished products are conducted according to specified Standard Operating Procedures and Test Plans, executed accurately, comprehensively, and in a timely manner. Responsibilities include providing final assurance that products being processed, as well as parts, assemblies, etc., produced by Production personnel conform to TTX Company and industry standards including those set forth by AAR, FRA, and customer requirements. This encompasses railcar repairs, car part applications, and welding processes. The position also mandates ensuring all personnel work safely and adhere to the safety action plan. Additionally, it involves maintaining facility certifications under AAR M-1003. The role serves as a resource for all departments by providing technical support, special material requirements, and car supply information, contributing to the overall performance of the shop in terms of quality and cost.
RESPONSIBILITIES
Responsible for the overall health and sustainability of the Quality Program. This includes QA manual review, internal audits, management review and in general compliance to the AAR M-1003 requirements.
Investigates and drives responses to internal and external audit findings. Provides instruction and assistance as needed on root cause analysis and corrective actions. Ensures corrective action measures are performed effectively and in a timely manner to prevent re-occurrence.
Ensures cars with wreck defects are processed in a timely manner including submittal of the Joint Inspection Certificates, Photos, and estimates. Maintain and update the “Wreck Status Report” weekly.
Oversight and management of Quality documents and document control at the shop level.
Ensure all measuring and test equipment used to verify item quality is maintained and in compliance with the AAR and TTX requirements.
Ensure shop performance during FRA, TTX, AAR M-1003 (Internal and external), Internal TTX Corporate, and MID (AAR Mechanical Inspection Department) audits.
Measure and track internal and external defects and provide monthly metrics to management personnel.
Provide immediate feedback to Production personnel and Management team of defects found at time of inspection and before final car release.
Perform Job Safety Observations (JSO’s) and provide training and instructions on safety awareness.
QUALIFICATIONS
3+ Years of railroad inspection, railroad operations, or railcar repair.
Knowledge of railcar operations and railcar and component performance is necessary to perform the essential functions of the job.
Knowledge of AAR specifications and guidelines, FRA requirements and the Company’s specifications is a requirement.
Required completion of the Association of American Railroad Basic Auditors Course.
Ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.
Ability to write technical reports, detailed business correspondence, and procedure manuals.
Must have intermediate skill sets in Microsoft Word, Excel and Outlook.
Self-Motivated, with demonstrated ability to manage a diverse workload with minimal direct supervision.
PHYSICAL JOB REQUIREMENTS
The incumbent must be able to handle and inspect products, read blueprints, and see products in use.
Due to inspections and product testing at customer facilities, the employee is frequently required to talk or hear, use hands to finger, handle, or feel, and reach with hands and arms. The employee is occasionally required to stand, stoop, kneel, crouch, or crawl. The employee occasionally moves about (walks), remains stationary (sits), climbs or balances, lifts and/or transport up to 50 pounds. Correctable vision required for close, distance, or depth perception vision capabilities, and ability to adjust focus (ability to adjust the eye to bring an object into sharp focus).
Frequently required to work near moving mechanical parts, fumes or airborne particles, toxic or caustic chemicals, and where there is exposure to risk of electric shock. Occasionally, work environment contains exposure to vibration, outdoor weather conditions, and high precarious places. Working environment has a loud noise level.
