Position Summary: The Impartial Hearing Office (IHO), System Administration and Quality Control Coordinator, will ensure the timely and efficient entering and processing of data and documents in the Impartial Hearing System (I.H.S.). Under general supervision of the Associate Director of Technology & Information Systems , the System Administration and Quality Control Coordinator performs technical support activities related to troubleshooting problems associated with the File Transfer Process (FTP) of data between I.H.S. and the New York State Education Department’s Impartial Hearing Reporting System (IHRS) and Extension Reporting Application (ERA). The position also maintains access to IHS for all New York City Public Schools (NYCPS) employees. The candidate must have knowledge of the Impartial Hearing System, as well as the New York State Education Department’s Impartial Hearing Reporting System and Extension Reporting Application. Performs related work.

Key Relationships: Work closely with staff from the Impartial Hearing Office and Division of Instructional and Information Technology (DIIT), Office of General Counsel’s Special Education Unit, Office of System and Analytics, and Impartial Hearing Order Implementation Unit, as well as Committees on Special Education, District 75, Directors of Special Education, Administrators for Special Education, District 75, the Office of Administrative Trials and Hearings Special Education Hearings Division, New York State Education Department Certified Hearing Officers and New York State Education Department’s Office of Special Education, P -12 Due Process Unit.
Responsibilities
Conducts outreach to New York State Education Department’s Certified Impartial Hearing Officers regarding data provided to the office to garner additional information as required.
Conducts outreach to staff at the Office of Administrative Trials and Hearings Special Education Hearings Division regarding data entry errors identified in the File Transfer Process.
Corresponds with the DIIT and New York State Education Department’s Office of Special Education, P-12 Due Process Unit re File Transfer Process data errors.
Performs data entry into the Impartial Hearing System.
Monitors daily New York State Education Department Office of Special Education, P -12 Due Process Unit, File Transfer Process error log.
Interfaces with Impartial Hearing System users, Impartial Hearing Office management, Office of Administrative Trials, and Hearings Special Education Hearings Division administrative staff and Division of Instructional and Information Technology regarding transaction processing.
Assists IHO management and the DIIT with monitoring systemic data failure issues.
Assists the Office of General Counsel’s Impartial Hearing Order Implementation Unit with issues regarding data transfers to the IHOIU’s data systems. Assists the Office of General Counsel’s Office of System and Analytics (OSA) with digesting IHO and IHS data.
Corrects File Transfer Process error transactions.
Performs quality control to ensure that data has been entered correctly into the Impartial Hearing System and that impartial hearing case documents are uploaded correctly.
Maintains and updates as necessary, the list of available NYSED Certified Impartial Hearing Officers.
Maintains appropriate records on Impartial Hearing data entry and transfer.
Utilizes and maintains Impartial Hearing System Cognos reports.
Manages access to the Impartial Hearing System.
Coordinates with attorneys and the Division of Instructional and Information Technology to have cases reopened and compliance dates adjusted when cases have been remanded by Court or State Review Office order.
Qualification Requirements:
Minimum
A baccalaureate degree from an accredited college and two (2) years of experience in community work or community centered activities in an area related to the duties described above; or
High school graduation or equivalent and six (6) years of experience in community work or community centered activities in an area related to the duties as described above; or
Education and/or experience which is equivalent to “1” or “2” above. However, all candidates must have at least one (1) year of experience as described in “1” above.

Preferred
Bachelor’s degree.
Knowledge of the Impartial Hearing System.
Knowledge of NYSED’s Impartial Hearing Reporting System.
Knowledge of NYSED’s Extension Reporting Application.
Knowledge of the New York State Education Department’s Regulations of the Commissioner.
Knowledge of Windows Operating Systems.
Knowledge of MS Office suite software.
Excellent communication and interpersonal skills.
Ability to write clearly and concisely.
Ability to understand provisions of applicable laws and regulations.
Salary: $69,844 – $74,344
(Internal candidates who are selected for this position and who currently hold comparable or less senior positions within the DOE will not earn less than their current salary.)
