Cheroenhaka Nottoway Enterprises, LLC (CNE) is hiring experienced federal construction professionals for long-term positions supporting projects throughout the Washington, DC, Maryland and Virginia area.
We are seeking candidates for the following positions:
- Project Superintendent
- Quality Control Manager (QCM)
- Site Safety & Health Officer (SSHO)
These are full-time career positions—not temporary assignments for a single project. Successful candidates will have substantial federal construction experience and practical, hands-on knowledge of the building trades. We need field leaders who understand how work should be planned, coordinated and installed and who can identify problems before they affect quality, safety or schedule.
General Responsibilities
Depending on the position, responsibilities may include:
- Managing daily on-site construction operations and subcontractor activities.
- Coordinating multiple trades to maintain safe, efficient and productive work.
- Reviewing drawings, specifications, submittals and project requirements.
- Inspecting work for compliance with contract documents and accepted construction practices.
- Planning upcoming activities and resolving field conflicts before they affect the schedule.
- Leading daily coordination meetings and communicating with Government representatives, project managers, subcontractors and inspectors.
- Maintaining accurate daily reports, inspection records, safety documentation and other required project records.
- Enforcing federal quality-control and safety requirements, including applicable USACE, NAVFAC and EM 385-1-1 standards.
- Exercising stop-work authority when work presents an unsafe condition or does not comply with contract requirements.
Position-Specific ResponsibilitiesProject Superintendent
- Direct all daily field operations, subcontractors, personnel and site logistics.
- Develop and maintain short-term work plans and coordinate activities with the overall project schedule.
- Confirm that labor, materials, equipment and approved submittals are available before work begins.
- Monitor workmanship, productivity, sequencing and subcontractor performance.
- Maintain a safe, organized and professional project site.
- Lead inspections, coordination meetings and project closeout activities.
Quality Control Manager
- Develop, administer and document the project’s Construction Quality Control program.
- Conduct the Preparatory, Initial and Follow-Up Phases of Control for each definable feature of work.
- Coordinate testing, inspections, submittals and required documentation.
- Verify that materials and completed work comply with the plans, specifications and approved submittals.
- Identify deficiencies, track corrective actions and maintain complete quality-control records.
- Coordinate closely with Government quality-assurance representatives and project personnel.
Site Safety & Health Officer
- Implement and enforce the project-specific Accident Prevention Plan.
- Review Activity Hazard Analyses and verify that required controls are in place before work begins.
- Conduct daily safety inspections, toolbox meetings and employee orientations.
- Monitor subcontractor compliance with EM 385-1-1, OSHA and project-specific safety requirements.
- Maintain safety logs, training records, inspection reports and required documentation.
- Investigate incidents and near misses and ensure corrective actions are completed.
Required Qualifications
- Federal construction experience is required.
- Minimum of 10 years of construction experience, including at least 5 years in the position for which you are applying or in a closely related leadership role.
- Strong practical knowledge of multiple construction trades, including civil/sitework, concrete, structural, architectural, mechanical, plumbing and electrical work.
- Demonstrated ability to read and interpret plans, specifications, submittals and schedules.
- Experience working on occupied facilities, secure installations or other controlled federal project sites.
- Strong leadership, communication, documentation and problem-solving skills.
- Ability to work full-time on-site at projects throughout Washington, DC, Maryland and Virginia.
- Ability to pass required federal background screening and obtain access to Government facilities.
Position-Specific Qualifications
Quality Control Manager
- Current Construction Quality Management for Contractors certification preferred. Candidates must be able to obtain or renew the certification when required by the contract.
- Experience administering the USACE or NAVFAC Three-Phase Control process.
Site Safety & Health Officer
- OSHA 30-Hour Construction certification and documented construction safety experience.
- Required training and demonstrated competency applicable to project hazards, which may include fall protection, scaffolding, excavation, confined spaces, electrical safety and hazardous-energy control.
- Must satisfy the SSHO qualifications established by the applicable contract and EM 385-1-1.
Project Superintendent
- Proven experience independently managing complex federal construction projects and multiple subcontractors.
- Strong knowledge of construction sequencing, scheduling, field coordination and project closeout.
