The Training Center Manager is responsible for the overall leadership, operations, and regulatory compliance of the vocational/technical training center of GGAS Aviation Services. The role owns strategic planning, TVTC and HRDF compliance, program quality, staff leadership, and business performance, ensuring the center delivers accredited training aligned with Saudi labor market needs – with a focus on the aviation industry but not limited to – and Vision 2030 workforce development objectives.

• Develop and execute the training center’s strategic and annual operating plan, aligned with TVTC (Technical and Vocational Training Corporation) accreditation standards and Saudi Arabia’s Vision 2030 workforce development goals.
• Oversee day-to-day center operations, including scheduling, facilities, enrollment, student services, and administrative functions.
• Ensure full regulatory compliance with TVTC licensing requirements, HRDF (Human Resources Development Fund) funding programs, and Ministry of Human Resources and Social Development (MHRSD) labor regulations.
• Design, review, and continuously improve vocational/technical training programs and curricula to match labor market demand and employer needs.
• Recruit, lead, and develop trainers, coordinators, and administrative staff; oversee trainer certification and continuous professional development.
• Establish and monitor quality assurance frameworks, tracking KPIs such as course completion rates, trainee satisfaction, assessment outcomes, and graduate employment/placement rates.
• Manage the center’s budget, including cost control, HRDF funding applications, and revenue generation through corporate partnerships and program fees.
• Build and maintain relationships with government bodies (TVTC, HRDF, MHRSD), employers, and industry partners to support placement pipelines and sponsorship.
• Drive enrollment through marketing, outreach, and community engagement initiatives.
• Maintain accurate records and reporting for internal management and regulatory audits.
• Ensure health, safety, and facility standards are met across all training areas and workshops.
المؤهلات
• Bachelor’s degree in Education, Business Administration, Human Resources, Engineering, or a related field (Master’s degree preferred).
• Minimum 7 years of experience in vocational/technical education, training center management, or workforce development, including at least 3 years in a leadership role.
• Demonstrated experience with TVTC accreditation processes and regulatory compliance in Saudi Arabia.
• Working knowledge of HRDF funding programs and application processes.
• Fluency in both Arabic and English (spoken and written) is required.
• Saudi national, in line with Nitaqat/Saudization requirements for this role.
• Strong leadership, budget management, and stakeholder relationship skills.
• Proficiency in MS Office and training/learning management systems.
Preferred Qualifications
- • Recognized training or vocational education certification (e.g., TVTC-recognized credential, CIPD, or equivalent).
- • Prior experience managing HRDF-funded or TVTC-licensed training programs.
- • Experience developing partnerships with private-sector employers for graduate placement.
- Compliance & Regulatory Notes
- This role requires ongoing compliance with TVTC licensing and accreditation standards, HRDF funding and reporting requirements, and MHRSD labor law, including Nitaqat/Saudization workforce ratios applicable to the hiring entity.
- Language Requirement
- Bilingual Full proficiency in Arabic and English is mandatory, covering both spoken communication and written documentation/reporting.
