Saint Francis University (SFU), formerly known as Caritas Institute of Higher Education, has a history of over four decades, with its origins tracing back to the establishment of Caritas Francis Hsu College in 1985. SFU was officially granted university status in 2024 and became a University of Applied Sciences (UAS) in the same year.

As a pioneer of UAS education in Hong Kong, SFU integrates theory and practice through over 40 programmes across sub-degree, undergraduate and postgraduate levels in a wide range of disciplines, including Health Sciences, Social Sciences, Humanities and Languages, Artificial Intelligence and Technology, Business and Hotel Management, as well as Design and Film Production. The Position

Reporting to the President, the Vice-President (Academic and Quality Assurance) is a principal officer of the University, responsible for providing strategic leadership and institutional oversight in quality assurance, academic governance and standards, and external accreditation. The appointee will oversee the planning, development, implementation and evaluation of academic programmes to ensure academic quality, relevance and sustainable growth. Working closely with senior management, academic leaders and key stakeholders, the appointee will contribute to institutional planning, policy formulation and continuous quality enhancement, and represent the University in engagement with accreditation authorities, professional bodies and partner institutions. The role also entails fostering a robust culture of quality, evidence-based review and ongoing enhancement in support of the University’s mission and long-term development.

Qualifications and Requirements

The ideal candidate should possess:

  • A bachelor’s degree, preferably a postgraduate qualification.
  • Substantial relevant senior leadership experience in local and/ or overseas higher education institutions.
  • Proven track record of strong leadership in accreditation, regulatory compliance, and academic governance, with sound knowledge of the Hong Kong and regional higher education regulatory environment, particularly in self-financing or non-UGC-funded institutions.
  • Excellent communication, negotiation, project development and implementation skills, as well as outstanding people and team-building skills.
  • High integrity and a commitment to innovate and implement best practices.
  • Excellent command of written and spoken English; proficiency in Chinese, including Putonghua, is an advantage.
