Serve as the focal point for the quality control and quality assurance program. Performs technical work of average difficulty analyzing water/wastewater plant samples and recording the results. Performs related work as required.

ESSENTIAL FUNCTIONS

Develop and or maintain the laboratory quality manual.
Coordinate activities necessary to maintain the laboratory’s accreditation.
Arrange and conduct internal quality control audits annually.
Performs a variety of standardized lab tests on water/wastewater samples to determine composition and presence/absence of chemicals or substances in conformance to Federal and State laws.
Records test results and prepares routine reports; maintains required records and files.
Enter data into the Laboratory Information Management System (LIMS).
Discusses test findings with water/wastewater plant operators as appropriate.
Orders supplies, equipment or chemicals.
Generate reports, bills and collect customer payments for analysis.
Maintains, cleans and makes routine repairs of lab stock and equipment.
The employee uses written guidelines which dictate testing procedures and lab instrument manuals to calibrate and repair lab instruments. These guidelines cover most job-related decisions, but the employee must use some judgment and decision-making. If guidelines do not adequately cover a situation, the employee would normally consult the supervisor but may make an independent decision. Guidelines are generally specific and straightforward. The employee must adhere closely to guidelines.
KNOWLEDGE SKILLS AND ABILITIES

Good knowledge of laboratory practices, techniques and equipment involved in the analysis of water/wastewater samples.
Good knowledge of Federal and State regulatory requirements relating to water/wastewater treatment, testing and quality.
Good knowledge of personal computers and how to use common data entry, word processing, database and spreadsheet applications.
Ability and skill in performing complicated math such as simple algebra to convert weights to volumes, etc.
Ability and skill in the operation of laboratory equipment such as weight scale, DO probe, pH meter, volumetric glassware, microscope, and UV-Vis spectrophotometer to conduct water/wastewater analysis.

Typical Qualifications

MINIMUM REQUIRED QUALIFICATIONS

Must have a minimum of a bachelor’s degree in either of the chemical, environmental, biological sciences, physical sciences or engineering, with at least 24 college semester hours in chemistry and at least 2 years experience in the environmental analysis of representative inorganic and organic analytes to comply with state requirements.
Must have valid driver’s license at the time of placement.
Must have driving record sufficient for coverage by City’s auto liability carrier.
