Program Planning and Quality Assurance Lead

Location: 440 Court Street, Clearwater, FL 33756

Monday – Friday 8 a.m. – 5 p.m. schedule. There is schedule flexibility based on office needs and the possibility of up to 2 remote work days.

Highly organized, responsible professional to perform technical, analytical, and administrative work involving performance measurement, performance monitoring, data modeling and evaluation, and data presentation; develops and facilitates presentations for the purpose of quality improvement; supports departmental and performance level planning, monitoring, and evaluation of Human Services Departmental programs and services, including contractual projects. In addition to highly effective communication, presentation, and organizational skills, considerable technical and analytical thinking skills are exercised in carrying out the responsibilities of this position. Teamwork is an essential part of this position, requiring an ability to collaborate as well as coordinate based on project needs. Work is performed under the general supervision of the Program Planning and Quality Assurance Section Manager in the Program Services Division.

Works closely to define and implement innovative solutions across the department including health care administration, behavioral health, services for veterans, consumer protection, justice programs, homeless services, and other key focus areas. The work of this position helps to support the use of technology, data strategies, and assists with implementation of new systems.

What Would You Do?

Organizes and leads quality control reviews of program policies and procedures, and formulates strategies aimed at developing new or improving existing human service programs.

Participates in ongoing quality assurance efforts and help to define annual quality plan for internal and external operations and programs.

Organizes and evaluates ongoing data processes including collection and cleaning, dashboard creation, analysis, and interpretation of findings.

Engages in external stakeholder meetings to learn about program activities, discuss data needs, present dashboards, and support the formulation of strategies for quality improvement.

Supports program planning (strategic and operational) through the development of logic models and performance measures, including establishing benchmarks, and identification of data needed to effectively monitor and evaluate programs.

Coordinates the development of monitoring processes and tools for reviewing program services, including operational activities both internal and of the community partner, to ensure compliance with policies, procedures, and contracts.

Supports department strategic planning and facilitation.

Provides support for defining and implementing innovative operational, data, and technology solutions working collaboratively across various focus areas of the department.

Provides recommendations, presentations, and reports on a variety of program planning related functions.

Manages, supports, and guides project development.

Assists with the review and development of procedures and programs to optimize solutions and outcomes.

Provides support for low income and homeless health programs and the Healthcare Administrator to expand access to care within the community.

Proposes internal projects and strategies leveraging technology to improve operations and efficiencies.

Participates in ongoing internal data efforts and implementation of new technology projects.

Engages with internal stakeholders to determine quality assurance and information needs including the appropriate methods for collecting and monitoring data to be used for quality control and reporting.

Encourages an environment of teamwork, collaboration, and partnership with internal and external stakeholders.

Expands knowledge of quality assurance practices, data driven management, and technology across the department.

Takes ownership of assignments and cross-sectional problems and works with a team to resolve, with an appropriate sense of urgency and attention to detail.

Self-motivates, manages, and performs personal daily activities and manages multiple major projects.

What Do You Need To Have?

Experience – progressively responsible professional experience in program research and evaluation, quality assurance, data analytics and forecasting in Social Services or closely related field.

Education – degree in public health, public administration or Social Services related field.

At least 7 years of experience as described above; or

Associate degree as described above and at least 5 of experience as described above; or

Bachelor’s degree as described above and at least 3 years of experience as described above; or

Master’s degree as described above and at least 1 year of experience as described above.

Additional Requirements

Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Strong knowledge of social service programs and delivery.

Experience managing quality assurance for social service programs.

Experience in strategic planning, logic models, program research and evaluation

Highly Desirable.

Experience working with social services, healthcare, and behavioral health care programs preferred.

Experience using data analytics software including Power BI, SQL or Tableau preferred.

Advanced degree in statistics, public administration/public health preferred.

Experience with developing, maintaining, & managing data platforms to load, transform, extract, manipulate, and automate complex data sets and analytics preferred.

Experience in project and data management, quality assurance, analysis, presentation, and reporting.

Experience with planning, strategic and operational, including development of performance measures.

Experience working with human services data and evaluating programs.

Knowledge, Skills and Abilities

Knowledge and understanding of all aspects of the assigned section. Knowledge of the principles, practices and procedures of public and business administration.

Knowledge of Social Service programs and service delivery.

Knowledge of Quality Assurance methods and practices.

Ability to design and manage an outcomes driven program plan for human services.

Knowledge of logic models and tools for effective program planning, performance management, and evaluation.

Skill in advanced leadership techniques and practices to evaluate and determine organizational goals and objectives.

Ability to communicate effectively, both written and orally, and to make effective presentations to a variety of groups.

Ability to interact effectively, establishing good working relationships with staff, other county organizations, agencies, state officials, consultants, contractors, and the public.

Ability to apply advanced computer applications and software.

Ability to plan, supervise and coordinate technical and administrative programs.

Knowledge of modern technologies and their application to improve operational efficiencies and outcomes.

Ability to manage data platforms to load, transform, extract, manipulate, and automate complex data sets and analytics.

Ability to plan and direct the work of a large staff of professional and support employees and maintain effective working relationships with the staff, other departments, and the public.

Ability to address civic organizations or other public or private groups on subjects relative to section projects.
