Reporting to the Senior Program Officer for Quality Assurance for Foster Care, the Foster Care Program Officer for Compliance and Quality Assurance will provide compliance CQI services to headquarters and program staff serving unaccompanied alien children released from federal custody. This position can be remote with occasional trips to Baltimore as needed.

DUTIES
Work closely with the Foster Care Quality Assurance team to evaluate partner programs for compliance to ORR policies and procedures
In conjunction with the Data Specialist, analyze weekly compliance reports to identify areas of non-compliance with ORR policies and procedures, Global Refuge best practices, and Cooperative Agreement requirements
Complete desk monitoring of active cases in UAC Portal.
Analyze desk monitoring results to determine compliance trends and potential areas of improvement or potential training needs
Create monthly compliance summary report based on desk monitoring, weekly compliance reports, and other reporting tools maintained by the QA Team to be shared with Program Officers and partners
Communicate with partners for correction in areas of non-compliance and track communication and follow-up
Provide compliance reports and partner progress to Monitoring and Evaluation Program Officers for annual monitoring
Assist the Data Specialist with data entry pertaining to UAC arrivals, UAC discharges, and ongoing reporting and data collection as needed
Assist in the creation of reporting tools in Apricot database by attending regular meetings with the Systems Management Team
Collaborate with QA team to standardize, update, and improve monitoring tools, reporting tools, and monitoring checklists
In collaboration with the Senior Program Officer for QA, assist in training new QA staff
Collaborate with Programs Officers for Foster Care to provide technical assistance to partners.
Provide Apricot and Tableau trainings and technical assistance to Global Refuge Foster Care staff as needed.
Create and maintain Standard Operating Procedures for Continuous Quality Improvement and Quality Assurance
Identify potential training needs and program challenges for the development of materials, resources, and tools to enhance the delivery of program services in accordance with recognized child welfare standards, Global Refuge best practices, and Global Refuge/ORR policies and procedures implementation
Create and deliver targeted trainings for partners concerning specific areas of compliance that may have been identified as needing improvement
Remain informed of ongoing policy changes ensuring that partners are implementing and adhering to new policies and procedures
Assist with site monitoring activities (as needed) including reviewing case physical files and personnel files, conducting individual interviews with program staff, and inspecting residential programs for compliance with all ORR policies and procedures
Assist with writing quarterly compliance reports (as needed)
Represent Global Refuge Children’s Services at assigned external meetings, trainings or groups.
Engagement in agency-wide activities and initiatives including all-staff meetings, working groups or task forces and implementation of strategic initiatives.

QUALIFICATIONS
Master’s degree in social work or other behavioral science with at least three years of professional work experience highly preferred or an equivalent combination of education and experience, such as a bachelor’s degree in a related field with at least five years of experience.
Proficient in web communications technology, including Microsoft Teams, Zoom, etc.
Proficient in Microsoft Excel including using data analytics tools, pivot tables, and formula writing. Preferred proficiency in utilizing Tableau for data analysis and the Apricot case management system.
Possess technical skills pertaining to continuous quality improvement and the ability to critically analyze compliance data.
Ability to interpret and evaluate complex information, while identifying patterns and essential issues pertaining to child safety and compliance with ORR policy and procedure.
Experience working in a non-profit organization preferred. Previous working experience in a UAC program is preferred.
Demonstrated effective written and oral communication skills.
Ability to manage and prioritize multiple projects in a fast-paced dynamic working environment.

SPECIAL POSITION REQUIREMENTS
Bilingual in Spanish and English preferred but not required
Travel as required to assist with annual monitoring visits, technical assistance visits, and attend relevant conferences up to 25%.
