Position Summary

The QA Manager is responsible for leading the development, implementation, maintenance, and continuous improvement of a nuclear quality assurance program that supports nuclear safety, regulatory compliance, and effective project execution. This role provides quality leadership for activities governed by ASME NQA-1, 10 CFR 50 Appendix B, 10 CFR 830 Subpart A, 10 CFR 830 Subpart B, or equivalent nuclear quality and safety requirements.

The QA Manager ensures that quality requirements are integrated into management systems, engineering, procurement, supplier oversight, fabrication, construction, testing, operations, records management, corrective action, and assessment activities.

Essential Duties and Responsibilities

· Develop, implement, and maintain a nuclear Quality Assurance Program that meets contract, regulatory, customer, and site-specific requirements.

· Lead implementation of ASME NQA-1 quality program requirements, including organization, quality assurance program controls, design control, procurement document control, document control, procedures, inspection, test control, measuring and test equipment, nonconformance control, corrective action, records, and audits.

· Ensure quality program alignment with 10 CFR 50 Appendix B criteria for safety-related structures, systems, components, and activities, as applicable.

· Support DOE nuclear facility quality assurance requirements under 10 CFR 830 Subpart A, including integration of quality assurance criteria into work planning, training, quality improvement, document control, work processes, procurement, inspection, acceptance testing, and assessments.

· Support nuclear safety management expectations under 10 CFR 830 Subpart B, including interface with documented safety analysis requirements, technical safety requirements, safety basis implementation, and configuration management as applicable to the organization’s scope.

· Manage internal and external audit programs, supplier evaluations, surveillances, readiness reviews, and management assessments.

· Oversee corrective action and causal analysis processes to ensure conditions adverse to quality are identified, documented, evaluated, corrected, and prevented from recurring.

· Review and approve quality-related procedures, plans, procurement documents, inspection and test plans, traveler packages, and records.

· Provide quality oversight for suppliers, subcontractors, commercial-grade dedication activities, special processes, software quality assurance, and receipt inspection where applicable.

· Serve as the primary quality interface with customers, regulators, auditors, suppliers, engineering, project management, operations, and senior leadership.

· Develop metrics and periodic reports that communicate program performance, audit results, corrective action status, supplier performance, and quality trends.

· Promote a strong nuclear safety culture, conservative decision-making, procedural compliance, and continuous improvement.

Required Qualifications

· Bachelor’s degree in engineering, quality, science, nuclear technology, or a related technical discipline; equivalent nuclear quality experience may be considered.

· Minimum of 8 years of progressive quality assurance experience, including significant experience in nuclear, DOE, NRC-regulated, or highly regulated technical environments.

· Demonstrated experience implementing or managing a nuclear quality assurance program based on ASME NQA-1, 10 CFR 50 Appendix B, 10 CFR 830 Subpart A, 10 CFR 830 Subpart B, or equivalent requirements.

· Working knowledge of quality program elements such as design control, procurement quality, supplier oversight, document control, records, inspection, test control, M&TE, software quality assurance, commercial-grade dedication, nonconformance control, corrective action, and audits.

· Experience leading audits, surveillances, assessments, and supplier evaluations.

· Ability to interpret regulatory, code, standard, contractual, and customer requirements and translate them into implementable processes and procedures.

· Strong leadership, communication, technical writing, problem-solving, and decision-making skills.

Preferred Qualifications

· Lead Auditor qualification under NQA-1, ISO 9001, or equivalent audit standard.

· Certified Quality Auditor, Certified Manager of Quality/Organizational Excellence, Professional Engineer license, or comparable credential.

· Experience with DOE nuclear facility operations, NRC-regulated nuclear projects, advanced reactors, small modular reactors, nuclear fuel cycle facilities, or nuclear supplier quality programs.

· Experience supporting regulatory inspections, customer audits, NUPIC-style supplier oversight, readiness reviews, or nuclear quality program certifications.

· Knowledge of nuclear safety culture principles, graded approach implementation, configuration management, and safety basis interface controls.

Reporting Relationship

This position typically reports to the Director of Quality, Site Quality Assurance Director, Project Director, or senior executive responsible for nuclear quality and compliance. The QA Manager may supervise quality engineers, auditors, inspectors, supplier quality personnel, document control staff, and records management personnel.

Regulatory and Standards Framework

The successful candidate should be capable of implementing a quality assurance program that provides reasonable assurance that items and activities affecting nuclear safety are planned, controlled, performed, assessed, documented, and improved in accordance with applicable requirements. Relevant frameworks may include ASME NQA-1 nuclear quality assurance requirements, NRC 10 CFR 50 Appendix B quality assurance criteria, DOE 10 CFR 830 Subpart A quality assurance requirements, DOE 10 CFR 830 Subpart B nuclear safety management requirements, and equivalent domestic or international nuclear quality standards.
