Work Schedule: Full time; Monday-Thursday (4-10’s)
POSITION SUMMARY
The Quality Assurance (QA) Manager manages the QA Program at the Paducah site and ensures all contract requirements are met; serves as the primary point of contact with the U.S. Department of Energy (DOE) for issues related to Quality Assurance.
ESSENTIAL DUTIES AND RESPONSIBILITIES
(Other duties may be assigned.)
Develops and implements the QA Program for the project, including the QA Plan and implementing procedures
Develops and implements the Contractor Assurance System for the project
Determines and defines the QA standards and interprets Directives and regulations and how they apply to the prime contract scope of work and SST functional areas
With the Program Manager, defines and assists the project in the application of the graded approach
Develops and conducts training on quality program elements
Advises the Program Manager on reporting quality issues to DOE
Serves as the point-of-contract with Portsmouth/Paducah Project Office and DOE Headquarters on quality program elements
Fulfills reporting requirements to DOE for Occurrence Reporting Processing System (ORPS), Price-Anderson Amendments Act (PAAA), Lessons Learned, etc. for the project
Responsible for Quality Engineering including statistical sampling plans and metric development for the project
Develops and maintains the integrated assessment program, including planning and audit performance, deficiency identification and correction, conduct of independent audits for the project, and oversight of management assessments
Ensures the procurement of qualified suppliers through procurement document reviews and supplier audits
Maintains a qualified and trained staff of professionals knowledgeable of the prime contract requirements and who can serve as independent auditors
Reviews, approves, and issues the quarterly trending analysis report of project metrics
Leads fact-finding sessions for events and incidents, with the exception of Incidents of Security Concern
Facilitates cause analysis for issues, including formal root cause analysis, as deemed necessary
Serves as Secretary for the project Issues Review Board and Project Readiness Review Boards
Maintains the electronic issues tracking database for the project
Ensures the QA organization works to the assigned operational budget
Recommends changes in employment status including, but not limited to, hiring, discipline, promotion, and termination for persons working under his/her direction
SUPERVISORY RESPONSIBILITIES
Supervises personnel assigned to the Quality Assurance department
MINIMUM QUALIFICATIONS, EDUCATION, AND KEY COMPETENCIES
Bachelor’s Degree in the field of Engineering or Quality, or another comparable field of study appropriate for this position
8+ years directly applicable experience preferred
2+ years management experience preferred
DOE quality program experience strongly preferred
Documented training and experience in auditing to a recognized quality standard (e.g., ISO 9001)
Experience with NQA-1 quality standard strongly preferred
Experience in quality tools, including root cause analysis required
Proficient in use of computer software to include MS Office tools and database management
Demonstrated exceptional interpersonal, communication, and technical writing skills
Demonstrated time management and delegation skills
Must be able to wear company-provided personal protection equipment as required
TRAINING, LICENSES, REGISTRATIONS
Must be a citizen of the United States and authorized to work in the US
Must have a valid driver’s license and be able to operate a government vehicle
NQA-1 lead auditor certification or certification as a lead auditor through a recognized certifying organization
Ability to obtain and maintain a Department of Energy “Q” security clearance
PHYSICAL DEMANDS
Must be able to meet the physical capacity requirements of this position as determined by the Occupational Medical Provider
Able to wear company-provided personal protection equipment if/when required
