Job Title: Engineer – Quality Assurance (NWS 00785)

THIS POSITION IS SHORT TERM, MAX 1000 HOURS PER CALENDAR YEAR

North Wind Services is actively seeking individuals who can contribute to national security within the science, technology, and engineering fields as part of our supplemental labor team at vital federal research and development installations supporting the Department of Energy. NWS has an established history of contributing to the success of their customer’s mission. Available employment opportunities may range from administrative and logistical support to advanced technical positions.

Qualified applicants must be a US citizen, at least 18 years of age, and able to meet pre-employment requirements including any required physicals, drug screen, and/or background investigation to satisfy clearance requirements from the Department of Energy.

Successful candidates will be employees of NWS, a premier government contractor charged with employing highly motivated and well-qualified personnel who can advance the missions of the Lawrence Livermore National Laboratory in Livermore, CA. Though employed by NWS, the employee will take day-to-day direction from technical personnel employed directly by the research laboratories. Pay, benefits, Human Resource, and Employment Management functions are provided by NWS.

The Director’s Office Directorate has an opening for an Engineer – Quality Assurance Specialist to support the OLO-Mission Assurance Quality Assurance Group. The successful candidate will lead and perform independent audits and assessments of nuclear facility operations and maintenance to provide support in the on-going development and maintenance of LLNL’s institutional quality assurance program. With minimal supervision, the successful candidate will report to the Institutional Assessment Program Manager.

This position will require travel up to 75% of the time typically to locations within the USA. On special occasions, this position may require international travel. The schedule for this position is flexible based on internal customer timelines and the vendor’s schedule of when they are available to host an audit.

Essential Duties

Plan, prepare, and conduct supplier audits for nuclear facility equipment and services. This may require occasional travel.
Plan, prepare, and conduct internal independent audits and assessments of LLNL activities.
Develop and maintain quality assurance program procedures at an institutional level for implementation of NQA-1 and other consensus standards.
Scheduling supplier audit(s) as directed by Institutional Assessment Program Manager
Interfacing with supplier to arrange audit and collect initial review materials
Review initial supplier quality documentation and perform supplier audit desk reviews
Develop and execute supplier audit plans.
Develop internal independent and supplier audit reports
Perform other job duties as assigned.
Essential Skills, Knowledge, and Abilities

Bachelor’s Degree in an Engineering or in a scientific discipline or quality assurance from an accredited university and at least 10 years of experience in the field of engineering, environmental, procurement, construction, testing, operations or quality assurance; or in lieu of a formal degree, a minimum of 15 years of experience in a field of engineering, environmental, procurement, construction, testing, operations or quality assurance.
Technical and working knowledge of DOE Order 414.1, NQA-1, and 10 CFR 830 and their application to nuclear related activities and facilities.
Must hold an Audit Team Lead certification meeting the requirements of ASME NQA-1 or be certifiable within six months.
Technical knowledge in engineering, procurement engineering, commercial grade dedication, procurement, nuclear safety, construction, or operations of nuclear facilities sufficient to comprehend the application of and relationships to technical and quality requirements.
Broad programmatic understanding of the application of NQA-1 to nuclear facility operations or construction, including commercial grade dedication and software quality assurance.
Significant experience leading and performing independent audits or assessments, both supplier and internal, to ensure compliance with applicable regulations, contracts, and standards.
Proven expert in problem solving, decision making, and possessing the analytical skills necessary to independently resolve highly unusual, complex and sensitive issues and provide consultative direction and innovative solutions that significantly impact LLNL’s quality assurance program and assessment processes.
Expert verbal and written communication skills, including ability to summarize complex technical issues for senior management, reviewers, stakeholders, and regulators.
Strong background in DOE nuclear facility, DOD, e.g., Navy nuclear, or commercial nuclear power.

Special Requirements
Pre-Placement Medical Exam: A job-related pre-placement medical examination may be required.
Pre-employment drug test: External applicant(s) selected for this position will be required to pass a post offer, pre-employment drug test.
Anticipated Clearance Level: Q (position will be cleared to this level). The selected applicants will be subject to a federal background investigation and must meet eligibility requirements for access to classified information or matter. In addition, all L or Q cleared employees are subject to random drug testing. Q-level clearance requires U.S. citizenship. If you hold multiple citizenships (U.S. and another country), you may be required to renounce your non-U.S. citizenship before a DOE L or Q clearance will be processed/granted.
